Regular Meeting of the Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

March 23, 2016

CALL TO ORDER

President Pratl called the meeting to order at 7:02pm.

 

ROLL CALL

The following Commissioners were present:   Egan, Albon and Pratl. Commissioners Crout and Conrad were absent with notice.  

Also present: Director King, Attorney Stillman, Recreation Superintendent Malito and Maintenance Superintendent Biskey.

 

PLEDGE OF ALLEGIANCE

Everyone joined in the Pledge of Allegiance.

 

APPROVAL OF MINUTES

President Pratl called for a motion to approve the minutes of the Regular Meeting of February 24, 2016.  Motion was made by Commissioner Egan and seconded by Commissioner Albon.

Nays:              None

Abstain:         None

Motion Carried.

 

President Pratl called for a motion to approve the minutes of the Regular Committee/Board Meeting of March 9, 2016.  Motion was made by Commissioner Albon and seconded by Commissioner Egan.

Ayes:              Commissioner Egan, Albon, Pratl

Nays:              None

Abstain:         None

Motion Carried.

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

There was no one to address the Board.

 

FINANCE

President Pratl called for a motion to approve cash disbursements from February 16th through March 15, 2016, in the amount of $52,384.19.   Motion was made by Commissioner Albon and seconded by Commissioner Egan.

Abstain:         None

Motion Carried.

 

 

 

 

 

REPORTS

President:

President Pratl complimented the maintenance staff for doing a good job repairing the ball field at 107th & Oak along with Doran’s Landscaping.

 

President Pratl also commented that he was pleased with the bid proposals that were submitted.

 

Attorney:

Attorney Stillman reported on the bid proposals for the Guardian Park project stating that Elanar Construction was the lowest responsible bid and it was his recommendation that the Park District award the bid to Elanar Construction.

 

Attorney Stillman also recommended that upon the review of Executive Session Minutes the Board should move to keep the Executive Session Minutes closed as the need for confidentiality still exists.

 

Attorney Stillman then exited the meeting.

 

Director:

Director King expanded on the bids that were submitted on the Guardian Park project.  There were 5 bid proposals submitted.

 

The Fest permit with addendum was presented for approval.

 

The park sign for Guardian Park was ordered.  Director King presented a draft of the sign for Commissioners Park; however, he is still waiting for another rendition for comparison.

 

The traverse wall was ordered.

 

The Ring of Honor event is coming up.  Director King is working on obtaining additional parking for this event.

 

Director King informed the Board that he attended the luncheon for the Chamber of Commerce.  The Mayor of Chicago Ridge spoke to the audience. Director King is looking forward to getting involved with the Chamber of Commerce to hopefully build relationships that would be beneficial to the Park District.

 

Director King also informed the Board that he attended the IUPC meeting and was pleased at the direction they are taking in securing great pricing for energy needs.

 

Director King complimented the staff on doing a great job with the Easter egg hunt; they had a great turnout. The staff also did a great job cleaning up and resetting the gym for the parent night held by Our Lady of the Ridge.

 

Richard’s Baseball season started March 19th. They played a double header at Menard.

 

A claim will be submitted to PDRMA for the cost of repairing the ball field at Memorial Park.

 

The Cub Scouts are looking for a container at Menard.  Commissioner Pratl suggested having the Attorney draw up an agreement regarding the number of containers that will be allowed on that site.

 

COMMITTEES:

Recreation:

Commissioner Albon had a few comments regarding the Easter events.

 

Superintendent’s Report:

Superintendent Malito reported on the Easter Egg Hunt and Breakfast with the Bunny events.

 

Superintendent Malito also reported on the Yoga and Zumba classes.

 

The new spring/summer brochure is out.

 

The plans for spring break include an inflatable day, and field trip to Haunted Trails.

 

Commissioner Pratl asked about the memberships for the fitness center.  Superintendent Malito stated that he will get the numbers for him by next meeting. Commissioner Pratl also asked him to be aware of what equipment upgrades are needed so it can be budgeted for.

 

Commissioner Albon had a few comments regarding upgrades to the website to make the upcoming events visible.

 

Maintenance:

Commissioner Egan stated that he has been in contact with Maintenance Superintendent Biskey and reported that the field at Menard is already being utilized and the ball field at 107th & Oak is looking good and ready to go.

 

Ball Fore has been getting its facelift including net repair, weed prevention, etc.  The new equipment for the batting cages has been ordered and will be installed within the next couple of weeks.

 

Superintendent’s Report:

Maintenance Superintendent Biskey reported in more detail regarding the preparation of the ball fields as well as the work that was done at Memorial Park.

 

All spring/summer equipment has been tuned up and is ready for the season.

 

Secure Electric was out to replace ballasts for the ceiling lights at Frontier Fieldhouse and Airport Glass was out to repair a mirror in the men’s room.

 

Ball Fore will be open on weekends beginning April 2nd.

 

Superintendents Malito and Biskey then exited the meeting.

 

Special Projects: 

Commissioner Conrad was not at the meeting.  No report was given.  The Board discussed the Guardian Park project.

 

 

 

OLD BUSINESS:

As discussed at the previous meeting, the original presentation of the Fest permit request did not include the addendum and was not approved at that time. President Pratl called for a motion to approve the 2016 Fest permit with addendum as presented. Motion was made by Egan and seconded by Commissioner Albon.

NEW BUSINESS:

President Pratl called for a motion to award the bid for the Guardian Park Playground project upon the advice of counsel to Elanar Construction in the amount of $78,080.  Motion was made by Commissioner Egan and seconded by Commissioner Albon.

Nays:              None

Abstain:         None

Motion Carried.

 

EXECUTIVE SESSION:

President Pratl called for a motion to enter into Executive Session at 7:39pm for the purpose of the semi-annual review of Executive Session minutes.  Motion was made by Commissioner Albon and seconded by Commissioner Egan.

Ayes:              Commissioner Egan, Albon, Pratl

Nays:              None

Abstain:         None

Motion Carried.

 

OPEN SESSION:

The Board entered back into Open Session at 7:42pm.

Roll Call: The following Commissioners were present:   Egan, Albon and Pratl.

Also present: Director King.

 

Action taken on Executive Session Minutes:

After review of Executive Session Minutes and based on Attorney recommendation, President Pratl called for a motion to keep all Executive Session Minutes closed as the need for confidentiality still exists. Motion was made by Commissioner Egan and seconded by Commissioner Albon.

Motion Carried.

 

ADJOURN

President Pratl called for a motion to adjourn at 7:43 pm.  Motion was made by Commissioner Egan and seconded by Commissioner Albon.   All in favor, everyone responded aye.  Motion Carried.

President Pratl wished Commissioner Crout a happy birthday and the District a happy Easter.
