Combined Committee/Regular Meeting

 of the Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

December 9, 2015

CALL TO ORDER

President Pratl called the meeting to order at 7:00pm.

 

ROLL CALL

The following Commissioners were present:   Crout, Egan and Pratl.

Commissioner Conrad was absent with notice. Commissioner Lind was absent.

Also present: Director King, Recreation Superintendent Malito and Maintenance Superintendent Biskey.

 

PLEDGE OF ALLEGIANCE

Everyone joined in the Pledge of Allegiance.

 

APPROVAL OF MINUTES

President Pratl called for a motion to approve the minutes of the Public Hearing of September 23, 2015.  Motion was made by Commissioner Egan and seconded by Commissioner Crout.

Nays:              None

Abstain:         None

Motion Carried.

 

President Pratl called for a motion to approve the minutes of the Regular Board Meeting of October 28, 2015.  Motion was made by Commissioner Egan and seconded by Commissioner Pratl.

Nays:              None

Abstain:         Crout

Motion Carried.

 

President Pratl called for a motion to approve the minutes of the Regular Committee Meeting of November 11, 2015.  Motion was made by Commissioner Crout and seconded by Commissioner Egan.

Ayes:              Commissioner Crout, Egan, Pratl

Nays:              None

Abstain:         None

Motion Carried.

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

There was no one to address the Board.

 

FINANCE

Director King reported on the new health insurance benefits package negotiated for the full-time employees. President Pratl called for a motion to approve cash disbursements from October 21 through December 3, 2015, in the amount of $452,118.78.   Motion was made by Commissioner Egan and seconded by Commissioner Crout.

REPORTS

President:

President Pratl stated for the record that a resignation letter has been received by Commissioner Lind and the Board now has a vacated seat.

 

President Pratl asked when the new playground equipment will be received.  Director King reported that it should be shipped on the 10th of December.

 

Attorney:

Attorney Stillman was not at the meeting.  No report was given. President Pratl has spoken with Attorney Stillman regarding preparing the bid specs for the Guardian Park project which should be ready sometime in January.

 

President Pratl has also spoken with Attorney Stillman regarding posting the vacated seat on the Board of Commissioners.  By law, the Park District is not obligated to post this vacancy; however, President Pratl would like to have a notice posted at one of the Park District’s facilities.

 

Director:

Director King reported on the levy.  The Board was given numbers from the accountant.

 

The Park District received a final score of 99.54% which is an A rating from PDRMA for the 2015 Loss Control Review.  The Park District is now considered an accredited member. Director King reported that he attended PDRMA’s Risk Management Institute.  He also met with Gerrit Prince of PDRMA who introduced the new representative, Jenny Porrevecchio, who will take over when Gerrit retires this month.

 

By next meeting they should also have bid specs for the upgrades to Ball Fore.

 

The Board was given several news articles for their review.  One of the articles was a report on the Oak Forest school’s purchase of a horizontal climbing wall for their P.E. classes.  This may be something the Chicago Ridge Park District might also be interested in purchasing for Freedom Activity Center in the future.

 

COMMITTEES:

Recreation:

Commissioner Crout gave a few comments regarding the excellent Loss Control Review score received by PDRMA and complimented the staff on doing a great job.  She then gave the floor to Recreation Superintendent Malito for his report.

 

Superintendent Malito reported on the Thanksgiving boys’ basketball tournament which was a success.  There were 17 teams involved.

 

He also reported on the grappling event, the upcoming Christmas events, the leagues and rentals at Frontier, and the Senior Luncheon.

 

President Pratl asked Recreation Superintendent Malito to give him a report on the revenue generated during the basketball tournament.

 

Maintenance:

Maintenance Supervisor Biskey reported on the duties of the maintenance staff cleaning the Frontier Fieldhouse and keeping the sidewalks and lots clear of snow and ice for the Grappling Games event.

 

Christmas decorations have been put up around the parks and facilties.

 

All snow equipment has been inspected and is in good condition.

 

Special Projects: 

Commissioner Conrad was not at the meeting.  No report was given. 

 

OLD BUSINESS:

The Board was in agreement to give holiday bonuses and authorized Director King to handle it.

 

NEW BUSINESS:

President Pratl called for a motion to adopt 2015 levy of taxes as Ordinance #2015-08. Motion was made by Commissioner Crout and seconded by Commissioner Egan.

Abstain:         None

Motion Carried.

 

President Pratl called for a motion to move the December 23rd board Meeting to January 13, 2016. Motion was made by Commissioner Crout and seconded by Commissioner Egan.

Abstain:         None

Motion Carried.

 

EXECUTIVE SESSION:

There was no need to enter Executive Session.

 

ADJOURN

President Pratl wished the Board and staff of the Chicago Ridge Park District a Merry Christmas and a safe and happy new year.  He then called for a motion to adjourn at 7:34pm.  Motion was made by Commissioner Crout and seconded by Commissioner Egan.   All in favor, everyone responded aye.  Motion Carried.
