Regular Meeting of the Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

October 28, 2015

CALL TO ORDER

President Pratl called the meeting to order at 8:03pm.

 

ROLL CALL

The following Commissioners were present:   Conrad, Egan and Pratl.

Commissioner Crout was absent with notice. Commissioner Lind was absent.

Also present: Director King.

 

PLEDGE OF ALLEGIANCE

Everyone joined in the Pledge of Allegiance.

 

APPROVAL OF MINUTES

President Pratl called for a motion to approve the minutes of the Regular Board Meeting of September 23, 2015.  Motion was made by Commissioner Conrad and seconded by Commissioner Egan.

Ayes:              Commissioner Conrad, Egan, Pratl

Nays:              None

Abstain:         None

Motion Carried.

 

President Pratl called for a motion to approve the minutes of the Regular Committee/ Board Meeting of October 14, 2015.  Motion was made by Commissioner Conrad and seconded by Commissioner Pratl.

Ayes:              Commissioner Conrad, Pratl

Nays:              None

Abstain:         Egan

Motion Carried.

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

There was no one to address the Board.

 

FINANCE

President Pratl called for a motion to approve cash disbursements from September 18 through October 20, 2015, in the amount of $42,326.31.   Motion was made by Commissioner Conrad and seconded by Commissioner Egan.

Abstain:         None

Motion Carried.

 

Commissioner Pratl informed the Board that due to the current Secretary/Treasurer’s lack of attendance at the Board meetings, he is appointing Director King as Secretary/Treasurer.

 

 

 

REPORTS

President:

President Pratl informed the Board that he has been in touch with Director King regarding the equipment for the Guardian Park project and reported on their discussions.  He gave the floor to Director King to review the proposal from Cunningham Recreation and discussed the possibility of getting a grant. The Board discussed the plans.  The final plans will be ready by next meeting.

 

Attorney:

Attorney Stillman was not at the meeting.  No report was given. President Pratl informed the Board that he has brought Attorney Stillman up to speed on the current issues before the Board and that Attorney Stillman will possibly be at the November meeting.

 

Director:

Director King reported on the maintenance at the ball fields – cutting out some areas and laying sod, etc.

 

The residents of Chicago Ridge have formed a Lions Club and they are looking to have a couple of events at Park District facilities.  The Park District will be working with them on this.

 

Director King reported that they are working on updating the Facebook page and using this for marketing.

 

Recreation Superintendent Malito is working on the brochure. 

 

Director King will be attending the IAPD Legal Symposium on Thursday, October 29th.

 

Director King reported on the TIF meeting he attended stating that there is not much going on regarding the current TIF plans.

 

There were 3 people that were given the opportunity to fill the supervisor position that recently opened up at Frontier Fieldhouse.

 

Director King presented a few ideas for use of the meditation area at Lombard during the holidays. Discussion ensued.

 

COMMITTEES:

Recreation:

Commissioner Crout was not at the meeting.  The Board was given a written report from Recreation Superintendent Malito for their review.

 

Commissioner Pratl commented that he has been working with Recreation Superintendent Malito on the boy’s Thanksgiving Basketball Tournament.  He is confident that Recreation Superintendent Malito will have this tournament filled.

 

Other items covered in the report: Halloween at the Park, trip to Chicago History Museum, and Santa Express plans.

 

 

 

Maintenance:

Commissioner Egan reviewed the report submitted by Maintenance Superintendent Biskey.

 

Items covered: preparations for the Halloween at the Park event, proposal from Secure Electric to repair and rewire the flag lights in front of Frontier Fieldhouse, rentals, and ball field repairs.

 

Commissioner Pratl stated that the maintenance staff has been doing an outstanding job on the maintenance of the ball fields and he has received many compliments.

 

Special Projects: 

Commissioner Conrad had nothing to report at this time.

 

OLD BUSINESS:

There was no old business to discuss.

 

NEW BUSINESS:

President Pratl called for a motion to accept the low bid for the General Obligation Limited Tax Park Bonds, Series 2015 from Park Ridge Community Bank at a rate of 1.43%.  Motion was made by Commissioner Conrad and seconded by Commissioner Egan.

Motion Carried.

 

President Pratl called for a motion to adopt Ordinance #2015-07, An Ordinance providing for the issue of General Obligation Limited Tax Park Bonds, Series 2015, of the Chicago Ridge Park District, Cook County, Illinois, and for the levy of a direct annual tax to pay the principal of and interest on said bonds. Motion was made by Commissioner Conrad and seconded by Commissioner Egan.

Abstain:         None

Motion Carried.

 

President Pratl called for a motion to elect Commissioners Conrad/Crout to serve as delegate/alternate to the annual business meeting of the Illinois Association of Park Districts.

Nays:              None

Abstain:         None

Motion Carried.

 

EXECUTIVE SESSION:

There was no need to enter Executive Session.

 

 

ADJOURN

President Pratl called for a motion to adjourn at 9:01pm.  Motion was made by Commissioner Conrad and seconded by Commissioner Egan.   All in favor, everyone responded aye.  Motion Carried.
