Regular Meeting of the Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

September 23, 2015

CALL TO ORDER

President Pratl called the meeting to order at 8:02pm.

 

ROLL CALL

The following Commissioners were present:   Crout, Conrad, Egan and Pratl.

Commissioner Lind was absent with notice.

Also present: Director King, Recreation Superintendent Malito and Maintenance Superintendent Biskey

 

PLEDGE OF ALLEGIANCE

Everyone joined in the Pledge of Allegiance.

 

APPROVAL OF MINUTES

President Pratl called for a motion to approve the minutes of the Regular Board Meeting of August 26, 2015.  Motion was made by Commissioner Egan and seconded by Commissioner Crout.

Nays:              None

Abstain:         None

Motion Carried.

 

President Pratl called for a motion to approve the minutes of the Regular Committee/ Board Meeting of September 9, 2015.  Motion was made by Commissioner Egan and seconded by Commissioner Conrad.

Ayes:              Commissioner Crout, Conrad, Egan, Pratl

Nays:              None

Abstain:         None

Motion Carried.

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

There was no one to address the Board.

 

FINANCE

President Pratl called for a motion to approve cash disbursements from August 21 through September 17, 2015, in the amount of $50,154.49.   Motion was made by Commissioner Crout and seconded by Commissioner Conrad.

Motion Carried.

 

REPORTS

President:

Commissioner Pratl informed the Board that Director King is working with GameTime for playground equipment for the Guardian Park project and gave the floor to the Director for his report.  He also report that the parks are looking good and everything has been running smoothly.

 

Attorney:

Attorney Stillman had a death in the family and was not at the meeting.  No report was given.  The Board was given a copy of the check that was received from Larry’s Brake Service along with their response to the Attorney’s letter.

 

Director:

Director King reported on the financing he is working on with the Bond Counsel and the Accountants for the upcoming capital improvement projects.

 

Director King gave the Board information regarding the TIF from the Village.  The Joint Review board will be meeting on October 19th. 

 

The Village has installed the new water found at Freedom Park.

 

Director King gave a short report on the NRPA Conference he recently attended.  He also informed the Board that he is working on possibly procuring a grant for the playground equipment for Guardian Park through GameTime.  He will have more information at the next meeting.

 

The Board was given a letter from the Attorney regarding the settlement for the Bradley Operating tax appeal. 

 

COMMITTEES:

Recreation:

Commissioner Crout reported on one of the sessions she attended at the NRPA

Conference; then gave the floor to Recreation Superintendent for his report.

 

Recreation Superintendent Malito reported on the Ring of Honor event that took place on September 12th.  Concession revenue was great.

 

The next Grappling Games event will be November 21st.  He also reported on the leagues; the Frontier Fieldhouse is booked with rentals.

 

The NRPA conference went well.  He reported on the sessions he attended which included sessions on social media marketing and two-way communication.  Director King said that we will continue to look for ways to connect to the community relative to the current use of technology.

 

We will be handing out ½ off coupons for a game of golf at Ball Fore for the last weekend of operation for the season.

 

Maintenance:

Commissioner Egan reported that the Maintenance staff is in the process of closing Lily Pad for the season.  He then gave the floor to Maintenance Superintendent Biskey for his report.

 

Maintenance Superintendent Biskey gave the Board three quotes for electric service to the meditation area behind the Lombard building and elaborated on the work that will be done.  He asked the Board to give him an idea of what kind of lights, etc. they will need electric for so they can determine how much power/boxes they need to install, etc.  The Board agreed to go ahead with the quote from Secure Electric.

 

Maintenance Superintendent Biskey proceeded with the rest of his report regarding the Ring of Honor event, Lily Pad, inspection/safety meeting with PDRMA, and the staff‘s work on the parks and facilities.

 

More information will be given at the next meeting regarding the upgrades to Ball Fore for the next season.

 

Recreation Superintendent Malito and Maintenance Superintendent Biskey then exited the meeting.

 

Special Projects: 

Commissioner Conrad had a few comments regarding the NRPA Conference and stated that he will have some information for them at the next meeting on some ideas he has.

 

OLD BUSINESS:

President Pratl called for a motion to adopt a resolution concerning a hearing to be held pursuant to the Bond Issue Notification Act of the State of Illinois Prior to the sale of General Obligation Limited Tax Park Bonds of the Chicago Ridge Park District, Cook County, Illinois as Resolution #2015-05.  Motion was made by Commissioner Crout and seconded by Commissioner Egan.

Abstain:         None

Motion Carried.

 

NEW BUSINESS:

There was no new business to discuss.

 

EXECUTIVE SESSION:

There was no need to enter Executive Session.

President Pratl called for a motion to adjourn at 8:42pm.  Motion was made by Commissioner Conrad and seconded by Commissioner Crout.   All in favor, everyone responded aye.  Motion Carried.
