Regular Meeting of the Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

June 24, 2015

CALL TO ORDER

President Pratl called the meeting to order at 8:00pm.

 

ROLL CALL

The following Commissioners were present:   Crout, Conrad, and Pratl. Commissioners Egan and Lind were absent with notice.

Also present: Director King, Recreation Superintendent Malito and Maintenance Supervisor Biskey.

 

PLEDGE OF ALLEGIANCE

Everyone joined in the Pledge of Allegiance.

 

APPROVAL OF MINUTES

President Pratl called for a motion to table the approval of minutes.  Motion was made by Commissioner Crout and seconded by Commissioner Conrad.

Nays:              None

Abstain:         None

Motion Carried.

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

There was no one to address the Board.

 

FINANCE

Commissioner Pratl asked Director King to negotiate with Comcast for a more competitive rate or investigate other companies for service.  Commissioner Crout made a motion to approve cash disbursements for May/June in the amount of $56,047.42.   Motion was seconded by Commissioner Conrad.

REPORTS

President:

Commissioner Pratl reported that The Park District was in the process of switching cellular service companies. 

 

Commissioner Pratl instructed Maintenance Supervisor Biskey to take pictures of the commuter lot and send them to him.  

 

The Park District will be doing some upgrades to Guardian Park. 

 

 

Attorney:

Attorney Stillman was not at the meeting.  Attorney Stillman prepared a Prevailing Wage Ordinance for the Board to approve and is currently reviewing a contract and permit request. 

 

Director:

Director King reported that the auditors were out to do their annual audit.  Staff was ready with the information that was requested and the audit went well. 

 

There is an issue with the water at the Lily Pad.  They are working with Public Works to identify the problem.  Supervisor Biskey explained the details of the concern.

 

Director King reported on some of the upgrades they intend to do at Guardian Park in the immediate future:  painting, removing/replacing some equipment, adding wood chips, removing trees, etc.  He is working with Supervisor Biskey on this project.

 

Director King reported that Danmark Security will begin patrolling the parks next weekend.  They will patrol 5 days per week for 5 hours.  This can be changed as need be.  This will be a good presence in the parks during the summer and a good presence at the facilities during the fall programs as well.

 

In regard to the Western Open, Director King said this event had to be cancelled for lack of registrants. 

 

Director King reported that he is working with staff and day camp children to create a congratulatory booklet for the Blackhawks and invite them to stop by the Park District   on their Stanley Cup tour.

 

Forms that are used for day-to-day procedures will be changed to help staff with more accurate reporting.

 

There are 200 Day Camp children with the largest number of older children attending that they have had in recent years.  A note has been sent to the parents regarding cell phone usage during Day Camp.  Director King met with the children and camp counselors to review a few topics, such as; the booklet for the Black Hawks, bullying, acceptable camp behavior, etc.

 

Ball fields are looking great.  Staff is doing a great job in spite of the rain we have had.

 

School District 127.5 PTA is looking for a calendar donation.  Director King stated that they will be giving them $75 and putting in a discount coupon(s).

 

The Board was given a letter from the Village Clerk addressed to all business owners regarding the Chicago Ridge Lion’s Club membership offer and invitation to attend their July 22nd meeting.

 

 

 

COMMITTEES:

Recreation:

Commissioner Crout gave the floor to Recreation Superintendent Malito for his report.

 

Superintendent Malito reported that the men’s league basketball games were moved around due to the Blackhawks games.  All games that need to be made up will take place on Monday, June 22nd.

 

Superintendent Malito reported on some of the issues they have had in Day Camp this first week.  There will be zero tolerance for cell phone usage by campers and camp counselors.  Field trips will begin next week.

 

The Freedom Activity Center mural is finished.

 

CPR class was held last Tuesday.  Sixteen staff members were certified with additional staff scheduled for certification on June 17th.

 

T-ball class begins Tuesday, June 23rd.

 

Maintenance:

Commissioner Egan was not at the meeting.

 

Maintenance Supervisor Biskey reported on the upgrades to Guardian Park in more detail. 

 

He also reported on some landscape issues that are being taking care of (i.e. Tree removals, bush trimming, adding wood chips, weeding etc.) in the parks and at Ball Fore.

 

He met with the managers at Ball Fore to address some batting cage issues and how to correct them.  Maintenance staff is on call for problems the managers cannot fix.

 

The New Hope Church will be using Field 4 at Menard for 9 dates of rental. The field will be raked, dragged and striped.

 

Supervisor Biskey, along with maintenance workers Kurt Rapp and Brian Graham attended a CPR/First Aid certification class on June 17th.

 

President Pratl invited Recreation Superintendent Malito and Maintenance Supervisor Biskey to stay for the rest of the meeting.

 

Special Projects: 

Commissioner Conrad stated that he is working with Director King regarding the upgrades to Guardian Park.  There was some discussion regarding cameras at that park.  There were some ideas discussed regarding Guardian and Tower parks.

 

Commissioner Conrad stated that he would like to see more landscaping done at the meditation area at Lombard.

 

 

OLD BUSINESS:

There was no old business to discuss.

 

NEW BUSINESS:

President Pratl called for a motion to adopt the Prevailing Wage Ordinance as Ordinance #2015-04.  Motion was made by Commissioner Crout and seconded by Commissioner Conrad.

Abstain:         None

Motion Carried.

 

EXECUTIVE SESSION:

There was no need to enter into Executive Session.

 

ADJOURN

President Pratl called for a motion to adjourn at 8:52pm.  Motion was made by Commissioner Crout and seconded by Commissioner Conrad.   All in favor, everyone responded aye.  Motion Carried.
