Regular Committee/Board Meeting of the

Board of Commissioners


October 8, 2014



President Pratl called the meeting to order at 8:00pm.



The following commissioners were present:  Commissioners Crout, Lind, Egan-absent, Conrad and Pratl.   Also present: Director King, Recreation Superintendent Malito and Maintenance Supervisor Biskey.



Everyone participated in the Pledge of Allegiance. 

**Commissioner Egan entered the meeting at 8:01pm**



There was no one to address the Board.



Chair Report

Commissioner Crout asked Recreation Superintendent Malito to report on the plans for the Santa Express.  Two dates, one afternoon and one evening, have been planned.  Resident registration for this event will start November 8th.


Superintendent’s Report

Recreation Superintendent Malito reported on the registration for the fall leagues and rentals for Frontier Fieldhouse.


Staff safety training is on-going. 


The winter brochure is being worked on.  Proof will be delivered to the Commissioners for their review.


Recreation Superintendent Malito also reported that he met with the art teacher from Moraine Valley Community College and they went around to some of the parks to get a feel for what the Park District is looking for in a mural.  He can do a rough sketch with quote pending.  Director King commented that they should discuss at next meeting what ideas the Board has for the mural.


RAH participation has been steady.



Chair Report

Commissioner Conrad gave the floor to Supervisor Biskey for his report.




Supervisor’s Report

Maintenance Supervisor Biskey reported that Ball Fore was officially closed for the season.


Maintenance staff continues to clean and sanitize the Freedom Activity Center and Frontier Fieldhouse.  All other facilities are checked and cleaned on a daily basis.


Arnold’s heating will be coming out to replace all filters and inspect the heating and air-conditioning units.


John’s Pro Tree Service will be out to cut down and remove the stumps from 5 trees at Freedom Park and 3 trees at Menard Park.  Mulching kits have been added to the lawnmowers and woodchips have been added to the planter boxes and newly landscaped areas.


Maintenance Supervisor Biskey reported on an issue with the Jenkins Park sign at Lombard which he is working on with Kirby Built to correct.  The Board discussed having Kirby Built fix the sign versus having the Maintenance staff do it.  Maintenance Supervisor Biskey will be meeting with a representative from Kirby Built regarding this matter.


All vehicles will be going in for oil changes and checkups this month.


Safety training is on-going.


Commissioner Lind reminded Supervisor Biskey that they will need extra garbage cans, etc. for the homecoming game.


Director’s Report

Director King reported on the proactive approach the Park is taking in light of the bed bugs that were found in the Library and Police Station.  The Park buildings will be checked by a canine unit.


Director King reported on a meeting he had with Gerrit Prince from PDRMA regarding safety policies and procedures for next year’s audit.  The Park District has had a good record thus far and will continue to be proactive in keeping that record.


Superintendent Malito and Supervisor Biskey exited the meeting.


Director King reported on the Standard & Poor’s bond rating.  The Park received an “A” rating.  The bond sale will be October 22nd.


In regard to the Menard playground project, Director King informed the Board that he will try to have Chuck Gardner from NuToys at the first meeting in November and encouraged the Board to bring their ideas.  Options were discussed.


Director King reported on the huge increase in the water bills for August and September for Lily Pad.  As this facility is already closed for the season, this matter will need to be addressed when they open next year.


Director King reported on a meeting he had attended with the Mayor and some other community members regarding future Village events at Freedom Park.  Several ideas were presented at the meeting regarding type of event, price of admission, location; no decisions were made.  The Board thanked Director King for attending and representing the Park District.

Commissioner Lind had nothing to report at this time.

Commissioner Egan did not have anything further to report at this time.



Commissioner Conrad reported that the Tinley Park art gallery owner he spoke to was on vacation but is back now and will be giving Superintendent Malito a call regarding the mural.



There was no new business to discuss.



There was no need to enter into Executive Session.



President Pratl called for a motion to adjourn at 8:46pm.  Motion was made by Commissioner Crout and seconded by Commissioner Lind.  All in favor, aye.  Motion carried.
