Regular Meeting of the Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

July 23, 2014

CALL TO ORDER

President Pratl called the meeting to order at 8:00pm.

 

ROLL CALL

The following Commissioners were present:   Crout, Lind absent with notice, Egan absent with notice, Conrad and Pratl.

Also present: Director King, Attorney Keller, Recreation Superintendent Malito and Maintenance Supervisor Biskey

 

PLEDGE OF ALLEGIANCE

Everyone joined in the Pledge of Allegiance.

 

APPROVAL OF MINUTES

President Pratl called for a motion to approve the minutes of the Regular Board Meeting dated June 25, 2014.   Motion was made by Commissioner Crout and seconded by Commissioner Conrad.

Nays:              None

Abstain:         Conrad

Motion Carried.

 

President Pratl called for a motion to approve the minutes of the Regular Committee/ Board meeting of the Board of Commissioners dated July 9, 2014.   Motion was made by Commissioner Crout and seconded by Commissioner Conrad.

Ayes:              Commissioner Crout, Conrad, Pratl

Nays:              None

Abstain:         None

Motion Carried.

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

There was no one to address the Board.

 

FINANCE

Commissioner Pratl reported that he spoke with Commissioner Lind regarding the bills and they noticed that the phone bill was somewhat high.  Commissioner Pratl stated that he will look into getting competitive prices.  President Pratl then called for a motion to approve the payment of bills for June 18 through July 15 in the amount of $54,009.52.  Motion was made by Commissioner Crout and seconded by Commissioner Conrad.

REPORTS

President:

Commissioner Pratl reported that the Fest permit request and addendum was modified as follows:  removed the $50 per day late fee and changed set up to be one week prior to start. He then signed the request.

 

Attorney:

Attorney Keller reported that he had been in contact with Attorney Stillman who has been in contact with ComEd regarding the Ball Fore power issue.  He will update as information is available.

  

Director:

Director King reported on his dealings with Rick Bieterman regarding the tear in the play surface at Lombard Park as well as the proposed playground at Menard stating that he has not been able to get in touch with him after several attempts.  Director King stated that they may need to use another representative of Nutoys.

 

Director King updated the Board on the TIF meeting he attended stating that everyone was on Board with this.

 

In regard to the Ridge Fest, Director King stated that there was no formal walk through as stated in the addendum to the permit request; also the Village did not present the Park District with a list of vendors as requested.  Commissioner Pratl stated that he was in contact with the Village and requested all Certificates of Insurance be sent to the Park District by Friday before the event.

 

Director King reported that the O.L.O.R. Men’s Club is looking for a gate person and scorekeepers for their games.  This will need to be discussed.

 

Director King reported that Kamphuis Landscaping merged with Doran’s Landscape.  He is working with them regarding a billing issue.

 

Director King reported that the audit was this week and it went very well.

 

The water inflatable needed to be returned for a manufacturer defect as it did not have a drain.  It has since been received back with the drain installed at no cost to the Park District.

 

The rental at the Lily Pad went well; however, no money was spent in the concessions due to the time frame.

 

COMMITTEES:

Recreation:

Commissioner Crout had a few questions for Recreation Superintendent Malito then gave him the floor for his report. 

 

Recreation Superintendent Malito reported that he has been in touch with Vortex to get some ideas for spray heads they could possibly change at the Lily Pad.  He also purchased new umbrellas for this facility.

 

Recreation Superintendent Malito has contacted Moraine Valley and St. Xavier University about painting a mural on the side of Freedom Activity Center.  He will update when information is available.

 

Plans for Santa’s Express plans are underway.  Dates have been booked for December 12th and 13th.

 

RAH registration begins soon.  They may need to hire a couple of employees for this department.

 

Second session of day camp started on Monday, July 14 and is going well.  There were field trips to the sport’s museum in downtown Chicago, Santa’s Village amusement park and Pelican Harbor waterpark.

 

The fall brochure is being drafted.

 

The Board was given a quote for the new bus cameras.  The Board agreed to proceed with this.

 

Maintenance:

Commissioner Conrad commented that the play surface patch at Lombard looked good. Comissioner Conrad also made note that the Village blocked off the Lily Pad, new berma/landscaped area and playground for their Ridge Fest event.

 

Maintenance Supervisor reported on the maintenance of the fields throughout the baseball season and stated that he had numerous compliments from parents and the C.R.A.A. on the fields.

 

Maintenance Supervisor reported on other duties of the maintenance staff: cleaning, watering, adding woodchips at Menard & Freedom, weeding, etc.

 

All maintenance vehicles went in for oil changes and check-ups.  The next scheduled maintenance for the vehicles will be at the end of October.

 

During the Ridge Fest when the Lily Pad is closed, they will drain the holding tank and pressure wash and perform preventative maintenance on the pumps and filters.

 

There have not been any electrical no power issues over the last few weeks at Ball Fore since ComEd changed out their equipment. Commissioner Pratl asked about the dead rose bushes.  Maintenance Supervisor Biskey commented that although they look dead, if he cuts them down for winter, they should come back in the spring.

 

Special Projects: 

Commissioner Egan was not at the meeting. No report was given.

 

 

OLD BUSINESS:

There was no old business to discuss.

 

NEW BUSINESS:

There was no new business to discuss

 

EXECUTIVE SESSION:

There was no need to enter Executive Session.

 

ADJOURN

President Pratl called for a motion to adjourn at 8:43pm.  Motion was made by Commissioner Crout and seconded by Commissioner Conrad.   All in favor, everyone responded aye.  Motion Carried.
