Regular Meeting of the Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

April 23, 2014

CALL TO ORDER

President Pratl called the meeting to order at 8:00pm.

 

ROLL CALL

The following Commissioners were present:   Crout, Lind, Egan, Conrad and Pratl.

Also present: Director King, Maintenance Supervisor Biskey and Recreation Superintendent Malito and Attorney Luke Keller.

 

PLEDGE OF ALLEGIANCE

Everyone joined in the Pledge of Allegiance.

 

APPROVAL OF MINUTES

President Pratl called for a motion to approve the minutes of the Regular Board Meeting of the Board of Commissioners dated March 26, 2014.   Motion was made by Commissioner Crout and seconded by Commissioner Conrad.

Nays:              None

Abstain:         Lind

Motion Carried.

 

President Pratl called for a motion to approve the minutes of the Regular Committee Meeting of the Board of Commissioners dated April 9, 2014.   Motion was made by Commissioner Crout and seconded by Commissioner Lind.

Ayes:              Commissioner Crout, Lind, Conrad, Pratl

Nays:              None

Abstain:         Egan

Motion Carried.

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

There was no one to address the Board.

 

FINANCE

Commissioner Lind made a motion to approve the cash disbursements for March/April in the amount of $61,645.75. Motion was seconded by Commissioner Egan.

REPORTS

President:

President Pratl reported that Tom Kamphuis has been out at the Freedom Park site and has begun work on that project.  He also reported that on Friday, April 25th, the Mayor of Chicago Ridge will be at Freedom Park to oversee the planting of the Centennial tree which will be planted near the Freedom Park sign.  A plaque will be placed in the fall by the Village with the current Board of Commissioners’ names on it.

 

President Pratl also complimented the maintenance staff for doing a great job on the baseball fields.

 

Attorney:

President Pratl introduced Attorney Luke Keller who will be a back-up for Attorney Stillman, stating that he has known Luke for a number of years.  Luke grew up in the area, knows our parks and will be a good fit for the Park District.

 

After a short statement about his credentials, Attorney Keller stated that he is happy to be working alongside Attorney Stillman and the Chicago Ridge Park District.

 

Director:

Director King reported on the recent tax appeals that were received.

 

The CRAA Lease Agreement has been updated to reflect the current year’s term.  This will be given to CRAA for their signature.

 

Ball Fore is ready for the opening.

 

Director King presented the Board with several permit requests.  One permit is a concern as it is for the week prior to the Village’s Ridge Fest.  The Park District will work with the Village to accommodate this request.  President Pratl suggested getting a non-refundable deposit.  Director King stated that he will look into that as well as present the Board with some suggested rate changes regarding rentals at the next meeting.

 

Director King reported on the upcoming martial arts/grappling tournament.

 

Budget and staff issues will be discussed at the next meeting. 

 

Director King reported on the purchase of inflatables which should be finalized in a day or two.  The Board approved the purchase of 3-4 inflatables pursuant to the collaborative research of Commissioner Conrad, Director King, Superintendent Malito and staff.

 

COMMITTEES:

Recreation:

Commissioner Crout complimented the staff on the Breakfast with the Bunny Easter events.  Commissioner Pratl also commented on a great time.

 

Recreation Superintendent Malito reported that camp registration has opened up.  They have received two financial assistance applications. 

 

Recreation Superintendent Malito also reported on some upcoming events (i.e. Abu Dhabi Combat Club, Mother/Son Bowl, Tiny Tot prom, White Sox trip).

 

Three applicants were interviewed for the Ball Fore/Lily Pad Supervisor positions. 

 

Maintenance:

Commissioner Conrad commented that the busy season has begun and turned the floor over to Maintenance Supervisor Biskey for his report.

 

Maintenance Supervisor Biskey reported that Northwest Contractors were out at Ball Fore to install the new cable for the batting cage netting.  Kamphuis Landscaping was out to do the Teflon weed prevention at Ball Fore.  He is also working with Cook County Fence to get some gates installed in the parking lot.

 

There was graffiti at Tower and Freedom parks which has been removed. 

 

Staff has been working on the 80’ bases at Menard as well as other field maintenance and is ready for opening day.

 

Kamphuis Landscaping Inc. has begun work on the skate park area at Freedom Park which should be completed by the weekend.

 

Maintenance Supervisor Biskey and Recreation Superintendent Malito then exited the meeting.

 

Special Projects: 

Commissioner Egan asked for an update on proposed renovations to the side of the Freedom Activity Center building.  Director King reported that they are working on getting quotes for tuck pointing and cleaning.  Further discussion will be done at the next Committee Meeting.

 

Commissioner Conrad commented that he would like to see more done with the meditation area behind the Lombard building.  Director King had Kamphuis Landscaping out to look at the area and give some ideas.

 

Commissioner Conrad had the permit request for the annual picnic for the deaf, and stated that he was informed that the Park District will be receiving a thank you letter from one of the participants for allowing their organization to have a picnic in the park.

 

OLD BUSINESS:

There was no old business to discuss.

 

NEW BUSINESS:

President Pratl called for a motion to adopt Resolution #2014-02 authorizing Michael B. Stillman Esq. and Elizabeth Shine Hermes Esq. to intervene on behalf of the Chicago Ridge Park District in the Commercial property tax appeal of Sears #1840, 6501 W. 95th Street. Motion was made by Commissioner Egan and seconded by Commissioner Lind.

Nays:              None

Abstain:         None

Motion Carried.

 

EXECUTIVE SESSION:

There was no need to enter Executive Session.

 

ADJOURN

President Pratl called for a motion to adjourn at 8:30pm.  Motion was made by Commissioner Crout and seconded by Commissioner Conrad.   All in favor, everyone responded aye.  Motion Carried.
