Regular Meeting of the Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

September 25, 2013

CALL TO ORDER

President Pratl called the meeting to order at 8:00pm.

 

ROLL CALL

The following Commissioners were present:   Crout, Lind, Egan absent with notice, Conrad and Pratl.

Also present: Director King, Maintenance Supervisor Biskey, and Recreation Superintendent Malito.

 

PLEDGE OF ALLEGIANCE

Everyone joined in the Pledge of Allegiance.

 

APPROVAL OF MINUTES

President Pratl called for a motion to approve the minutes of the Regular Board Meeting of the Board of Commissioners dated August 28, 2013.   Motion was made by Commissioner Crout and seconded by Commissioner Conrad.

Ayes:              Commissioner Crout, Conrad, Pratl

Nays:              None

Abstain:         Lind

Motion Carried.

 

President Pratl called for a motion to approve the Regular Committee/Board Meeting of the Board of Commissioners dated September 11, 2013.  Motion was made by Commissioner Crout and seconded by Commissioner Conrad.

Roll Call

Ayes:              Commissioner Crout, Conrad, Pratl

Nays:              None

Abstain:         Lind

Motion Carried.

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

There was no one to address the Board.

 

FINANCE

Commissioner Lind made a motion to approve the cash disbursements for August/September in the amount of $52,968.12.  Motion was seconded by Commissioner Conrad.

Motion Carried.

REPORTS

President:

President Pratl commented that the removal of the skate park will continue as discussed at last Committee meeting. Other special projects will be discussed later in the meeting.

 

Attorney:

President Pratl commented that Attorney Stillman is at a conference and could not be at the meeting. 

 

Director:

Director King reported on the timeline for the removal of the skate park.

 

Director King also recommended doing some of the Freedom Activity Center upgrades during the Christmas holiday break.  After some discussion, the Board agreed to do the upgrades in phases to avoid having to close down the facility for an extended period of time.

 

Director King informed the Board regarding the condition of the trees throughout the park district.  The Board was given a quote from TruGreen to treat the trees. 

 

Director King recommended holding off on a major renovation of Freedom Park until after the 100th Anniversary Celebration of the Village as several weekend events will be held in the park.

 

COMMITTEES:

Recreation:

Commissioner Crout gave the floor to Recreation Superintendent Malito for his report.

 

Recreation Superintendent Malito reported on the numbers for the Tiny Tot program, the trips coming up as well as other recreation programs.

 

Recreation Superintendent Malito also reported that he is looking into new treadmills for the fitness center.  He is hoping to have the new machines by the start of 2014.

 

Ball Fore will be getting a write up in a book that Gretchen Smith, a miniature golf player who competed in past tournaments, is writing about miniature golf which will be good, free publicity for the park district.

 

Recreation Superintendent Malito reported that the computer program for the holiday house decorating contest registration/voting should be up and running by the weekend.

 

Maintenance:

Commissioner Conrad opened discussion regarding the truck purchase.  The Board was given quotes from several vendors.  Commissioner Conrad recommended purchasing the vehicle from Hawk Ford as they had the fastest delivery time and comparable cost.  The Board was in agreement.

 

Commissioner Conrad commented that Kamphuis Landscaping planted a very nice maple tree in Freedom Park to replace the one that was taken down due to damage from the Ridge Fest.

 

Commissioner Conrad then gave the floor to Maintenance Supervisor Biskey for his report.

 

Maintenance Supervisor Biskey reported on the work that Kamphuis Landscaping did at Freedom, Frontier and Ball Fore.

 

Airport Glass was out to repair the broken skylight at the Lombard building.

 

Recreation Supervisor Biskey recommended retiring the inflatables and getting new ones.  Commissioner Conrad commented that they will be looking at some new ones at the NRPA Conference coming up.

 

Recreation Superintendent Malito and Maintenance Supervisor Biskey then exited the meeting.

 

Special Projects: 

Commissioner Egan gave the floor to Director King.  Director King opened discussion regarding the skate park/basketball court/Freedom Park renovation.    The Board was given a landscaping proposal from Kamphuis Landscaping for the skate park area.

 

OLD BUSINESS:

President Pratl called for a motion to move the Regular Committee/Board Meeting of October 9th to October 23rd and change the time to 7:00pm.  Motion was made by Commissioner Crout and seconded by Commissioner Conrad.                .

Abstain:         None             

Motion Carried.

 

NEW BUSINESS:

President Pratl called for a motion to approve the emergency purchase of a Ford F250 pick-up truck from Hawk Ford as presented in their quote in the amount of $26,401 plus tax, title and registration.  Motion was made by Commissioner Conrad and seconded by Commissioner Lind.

Nays:              None

Abstain:         None             

Motion Carried.

 

EXECUTIVE SESSION:

There was no need to enter into Executive Session.

President Pratl called for a motion to adjourn at 9:45pm.  Motion was made by Commissioner Conrad and seconded by Commissioner Crout.
