Regular Committee/Board Meeting of the

Board of Commissioners


October 10, 2012



President Pratl called the meeting to order at 8:00 pm.



The following commissioners were present:  Commissioners Crout, Lind, Egan, Conrad and Pratl.   Also present: Director King, Recreation Superintendent Dominic Malito and Maintenance Supervisor Jeff Biskey.



Everyone participated in the Pledge of Allegiance. 



There was no one to address the Board.



Chair Report

Commissioner Crout gave the floor to Recreation Superintendent Malito for his report.


Superintendent’s Report

Recreation Superintendent Malito went over the evaluation results from the fitness center survey.  Results were very good.


The Board discussed prices for Breakfast with Santa and Polar Express Event.  The Board was in agreement to raise the prices for individual events but offer a package deal available to residents only for the two events.  The Board also agreed to limit the Breakfast with Santa event to residents only.  Superintendent Malito is also planning a special two hour registration period on Saturday, November 10th for residents only prior to resident only sales the following week.  Thereafter, the registration will be open to non-residents.


Halloween House Decorating contest is scheduled for Friday, October 26th; Halloween at the Park is scheduled for Sunday, October 28th; and Ball Fore Spook-Tacular is scheduled for Saturday, October 27th and Sunday, October 28th.


Recreation Superintendent Malito informed the Board that he has been talking with laser companies regarding a laser light show for the 45th anniversary celebration and received some quotes.  The most reasonable quote was from Lasertainment who has done shows for Brookfield Zoo; the Board was encouraged to see the video online.  Director King also encouraged the Board to be thinking about the set up for this event.


Winter brochure rough draft will be available for next meeting.


Recreation Superintendent Malito then exited the meeting.




Chair Report

Commissioner Conrad gave the floor to Maintenance Supervisor Biskey for his report.


Supervisor’s Report

Maintenance Supervisor Biskey reported that the Lily Pad is now closed.  He had attended a webinar from Vortex on winterizing the splash pad and commented that it was a nice refresher course and was pleased that the staff had done everything correctly.


Handrails on the bleachers at Frontier have been tightened.


Maintenance Supervisor Biskey also reported that he provided safety training to staff on the proper use of fire extinguishers using the P.A.S.S. method.  Maintenance staff has also been trained in confined spaces, emergency response plans, statements of admission and bleacher transport.


Maintenance staff has continued to cut, trim, weed and mulch the parks.  Maintenance Supervisor Biskey reported that the split-rail fence at Frontier needed fixing again.  He also reported that the new “No Bikes Allowed” sign recently installed by the skate park was stolen.  Director King added that this sign was required by P.D.R.M.A.


Maintenance Supervisor Biskey suggested possibly putting up a wind screen at Freedom Park’s ball field as he has seen at other area parks with advertisements for the other CRPD facilities (i.e. Ball Fore; Lily Pad).


Director King informed the Board that Maintenance Supervisor Biskey and Maintenance Worker Hennigan will be attending a P.D.R.M.A. class titled “Defensive Driving and Fleet Safety Program”.  Also, per Board approval, Supervisor Biskey has been signed up for the N.R.P.A.’s Maintenance Management School program in West Virginia this coming January 27th – February 1st.


Maintenance Supervisor Biskey then exited the meeting.



Chair Report

Commissioner Lind had nothing to report at this time.  The Board was given information regarding the TIF for the Ridgeland Redevelopment Project Area and the Tri-State/Southwest Redevelopment Project Area.


Director’s Report

In regard to the 45th anniversary celebration, Director King stated that the laser light show would be much more cost effective than a fireworks show.  Discussion ensued.

Commissioner Pratl encouraged the Board to come up with ideas for the vehicle sticker.


Director King informed the Board that he has been talking with Rick Bieterman from NuToys regarding plans for next year:  pour-in-play surface and replacing the skate park at Freedom; pavilion, additional game table and replacing the park sign on the fire truck at Lombard.  Commissioner Pratl commented that they also need to put in some more trees and bushes in the grassy area at Lombard as kids are using that area for a football field.


Director King informed the Board that he will be attending the U.S.P.M.G.A.’s Master’s Tournament.  He is hoping to discuss with them about adding Ball Fore as one of their annual tournament events.


Director King along with Recreation Superintendent Dominic Malito, Commissioner Conrad and Commissioner Crout will be attending the NRPA Conference on October 16-18.  They will be looking at several items for the park district.


In regard to security at the park, Director King stated that he is getting quotes for an upgrade of security cameras. 


The Board was advised that the Frontier floor will be fixed on November 19 & 20th.  The cost will be forwarded to Ring of Honor.


The Board was given a permit request which Director King asked them to think about as it is a year-round commitment.  


Director King informed the Board regarding the new 12 year P.D.R.M.A. contract.  This will be discussed at the next meeting.



Chair Report

Commissioner Egan had nothing to report at this time as special projects had already been discussed.



Commissioner Lind asked about the filing date for petitions.  Director King said that it is December 24th and that they are required to stay open despite the fact that it is Christmas Eve.  Election officer, Gayle Boettger, will be working that day.



There was no new business to discuss.



There was no need to enter Executive Session.





President Pratl called for a motion to adjourn at 9:05pm.  Motion was made by Commissioner Crout and seconded by Commissioner Conrad.  All in favor, aye.  Motion carried.
