Regular Committee/Board Meeting of the

Board of Commissioners


September 14, 2011



President Pratl called the meeting to order at 8:01 pm.



The following commissioners were present:  Commissioners Crout, Lind, Conrad, Pratl. Commissioner  Egan absent with notice. Also present: Recreation Supervisor Dominic Malito and Director King.



Everyone participated in the Pledge of Allegiance.



There was no one to address the Board. 



Chair Report

Commissioner Crout gave the floor to Recreation Supervisor Malito for his report. 


Supervisor’s Report

Recreation Supervisor Malito reported on the success of the Groupon sales stating that 250 coupons were sold.  A detailed reported from Groupon was given to the Board for their review.  He also stated that the ValPak coupons went out and he will be keeping track of that coupon as well.  The Board was given a new ValPak coupon for their review which will be going out in October.


Director King commented that they are looking into doing a Groupon deal for the fitness center.  Director King also said they are monitoring both the Groupon and ValPak coupons to see which coupon yields better results.  Commissioner Pratl complimented Recreation Supervisor Malito on putting the Groupon Deal together.


Recreation Supervisor Malito reported that the Disney on Ice trip went well.  He also reported that the RAH program have over 100 children signed up and is averaging around 50 children per day; and that they have taken another special needs child into the program.  Recreation Supervisor Malito commented that the staff is doing a good job with the children.


The Tiny Tot program has 18 children in the three-year-old class and there are 2 four-year-old classes with a total of 20 children.  Other classes that began this week were Growing Gourmets, Sports Class, Tiny Tot Soccer and Creative Art.  Two classes for the first session were cancelled.


Recreation Supervisor reported on upcoming trips and special events.  Director King reminded the Board of the upcoming “disaster scene” that the Fire Department will be presenting at Freedom activity Center & Freedom Park on Saturday, September 24.  This will be a big event and Recreation Supervisor Malito will be involved in this as well.


Commissioner Pratl asked about the Instructional Basketball League.  Recreation Supervisor Malito reported that there are currently 4 children signed up.  Commissioner Pratl asked for some flyers to hand out.  Discussion ensued regarding different forms of advertising for this program. 


Recreation Supervisor Malito then exited the meeting.



Chair Report

Commissioner Conrad commented that they are still working on Freedom Park.  There are some issues with the older equipment that the maintenance staff is taking care of, but they may need to consider replacing them.  Staff has been keeping on top of the grass cutting.  


Commissioner Pratl commented that he had a phone conversation with Chuck Tokar about Freedom Park wherein Mr. Tokar said he wants to walk the park again with the Park District.  Mr. Tokar also said he wants to bring new top soil out.  Commissioner Pratl also reported that Mr. Tokar said he wanted to see where the walking path is to be repaired and widened and led Commissioner Pratl to believe the Village of Chicago Ridge would be paying for it.  Mr. Tokar was apologetic and agreed it was taking way too long.  Their conversation ended cordially and the Park District should see some improvement within 6-10 days.  Discussion ensued which included some possible changes in the permit addendum for next year.  Commissioner Pratl commented that he will check on the progress at the Park on Friday.



Chair Report

Commissioner Lind had nothing to report at this time.  The Board was given TIF information from the Village of Chicago Ridge and G.O. Bond information from Speer Financial for their review.  Director King commented that he will have more information for them about the TIF at the next meeting. 


The Board was given the revenue report for Lily Pad.



Chair Report

Commissioner Egan was not at the meeting.  Commissioner Pratl commented that Rick Bieterman met with Director King to take a look at the playground at Lombard and the unused basketball area behind the Lombard building.  Director King commented that the area behind the building is too large for just an outdoor fitness area and they will need to consider what else they would like to put in there.  Also for consideration would be the type of surfacing of the proposed outdoor fitness area, the age of potential users, whether it will be staffed or unstaffed and hours of operation.  Discussion ensued.


Commissioner Conrad opened discussion regarding Oktoberfest.  He commented that he went a local Oktoberfest to get some ideas.  He has been looking into bands, carnivals, etc., and will be putting something together for the Board to review.  



Commissioner Pratl asked if Director King received clarification from the Chicago Ridge Police Department regarding the stolen flag.  Director King said that he did get the flag back and that he received a bill for the part that was ordered.  The bill will be given to the Detective Mitchell of the Chicago Ridge Police Department for restitution from the offender.  Director King also stated that the Park District was not contacted as stated in the police report.



Commissioner Crout commented that the Governor of the State of Illinois signed a new law required all elected officials to go through the Open Meetings training.    She stated that she will e-mail the information to Director King. 



There was no need to enter into Executive Session.



President Pratl called for a motion to adjourn at 9:05pm.  Motion was made by Commissioner Crout and seconded by Commissioner Conrad.
