Regular Committee/Board Meeting of the

Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

December 9, 2009

 

CALL TO ORDER

President Pratl called the meeting to order at 7:00 pm.

 

ROLL CALL

The following commissioners were present:  Commissioners, Lind, Conrad, Pratl.

Commissioner Crout was absent with notice.   Also present were Director King and Attorney Stillman.

 

PLEDGE OF ALLEGIANCE

Everyone participated in the Pledge of Allegiance.

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

There was no one to address the Board.

 

RECREATION COMMITTEE

Chair Report

Commissioner Crout was not at the meeting, however, Commissioner Lind brought up possibly having a 12-year-old girls’ fast pitch league in the spring.  He said he would like to get this advertised by the first of the year and that he would get Director King some additional information in order to pursue this.

 

Commissioner Pratl commented that the Turkey Shoot went well this year.  Director King commented that they had a lot of teams this year and it was a good time for everyone.

 

MAINTENANCE COMMITTEE

Chair Report

Commissioner Conrad reported that the staff is working on cleaning the buildings.  He also stated that there are no major projects at this time.  He commented that the light bulbs have been replaced in the gym at Frontier which really brightened it up.  Commissioner Lind commented that he had a catalog with some alternative lighting suggestions that he would pass on to Director King.

 

Commissioner Conrad commented that the staff was ready for the winter season with the salt and snowplows.

 

FINANCE COMMITTEE

Chair Report

Commissioner Lind had nothing to report at this time.  Commissioner Pratl commented for the record that Attorney Stillman sent a letter to the Chicago Ridge Village Clerk requesting to be advised when their budget and levy will be done.

 

 

SPECIAL PROJECTS

Chair Report

Commissioner Lind had nothing to report at this time.  Commissioner Pratl reminded the Board about the IAPD Conference registration. 

 

Commissioner Pratl asked about the number of houses registered for the holiday house decorating contest.  Director King commented that currently there were 6 houses registered.  He further commented that the seniors were asked if they would like to judge, but no one was interested.  It was decided to have the RAH children judge the contest.  Staff will drive them around to the houses in the van on Friday, December 11. 

 

Commissioner Pratl asked how the Ring of Honor Wrestling event went.  Director King said that although attendance was down, it was still a good show.  The Board was given news articles citing Austin Ares as saying the Chicago Ridge Park District’s Frontier Fieldhouse is one of Ring of Honor’s “best houses”. 

 

OLD BUSINESS

President Pratl gave the floor to Attorney Stillman to comment on the Clear Channel Lease.  Attorney Stillman explained the new proposal from Clear Channel.  Discussion ensued.  Attorney Stillman said that it was a sound document and recommended that the Board adopt the resolution approving the amendment to the lease agreement with Clear Channel Outdoor, Inc. 

 

Director King expressed his concern regarding only using the south side for the LED proposed sign as well as the pricing between single face and double face on the Static Bulletin.  Attorney Stillman commented that he could work with Clear Channel on that and recommended tabeling the approval until all questions have been resolved. 

 

NEW BUSINESS

President Pratl called for a motion to adopt Levy of Taxes for the Tax Year 2009 as Ordinance #2009-08.  Motion was made by Commissioner Lind and seconded by Commissioner Conrad.

Nays:              None

Abstain:         None

Motion Carried. – For the record, it was noted that Commissioner Crout was absent.

 

President Pratl called for a motion to adopt Ordinance #2009-09 as an Ordinance Repealing Ordinance #2009-06.  Attorney Stillman stated for clarification that Ordinance #2009-06 was for the audit which was needlessly approved as an ordinance.  The audit was approved and filed but did not need an ordinance number for filing.  Motion was made by Commissioner Lind and seconded by Commissioner Conrad.

Motion Carried. – For the record, it was noted that Commissioner Crout was absent.

 

 

EXECUTIVE SESSION

President Pratl called for a motion to enter into Executive Session December 9, 2009; for the purpose of the discussion of the employment of specific employee(s) and the discussion of imminent/pending litigation at 7:33pm.  Motion was made by Commissioner Lind and seconded by Commissioner Conrad.  All in favor, aye.

Motion carried.

 

OPEN SESSION

President Pratl called the meeting to order at 8:03pm, December 9, 2009.

The following commissioners were present:      Commissioners Lind, Conrad, Pratl

Also present were Director King and Attorney Stillman.

 

Commissioner Pratl referred to the letter they received from a resident requesting leniency on the minimum age requirement for the Fitness Center by allowing her 12 year old daughter a limited membership.  He commented that this would require a change in the Park District’s policy and was not in favor of the change.  The Board agreed.

 

ADJOURN

A motion to adjourn was made by Commissioner Conrad and seconded by Commissioner Lind at 8:05pm.  All in favor, aye.  Motion carried.
