Regular Committee/Board Meeting of the

Board of Commissioners

May 13, 2009

President Pratl called the meeting to order at 8:00 pm.

The following commissioners were present:  Commissioners Hovel, Lind, Conrad, Pratl.

Commissioner Crout was absent with notice.  Also present were Director King, Recreation Supervisor Joe Zalewski and Attorney Connelly.

Everyone participated in the Pledge of Allegiance.

There was no public or staff to address the Board.

Chair Report

Commissioner Crout was not at the meeting.  No report was given.  Commissioner Pratl complimented Supervisor Zalewski and the staff on an outstanding job on the Tiny Tot Prom.  He also commented on the Kite Fly event saying that he enjoyed it and hopefully, weather permitting, they will have a better turn out next year.

Supervisor’s Report

The Supervisor’s report was given to the Board for their review.  He reported on the Car Show saying that it was very successful.  They had 35 cars and 2 motorcycles, 20 of which had not previously been entered our car show events.  He also commented that they had 10 participants for the miniature golf tournament which was held on the same day. Director King commented that the 1st place winner received a free entry to the US Open Tournament but that the 2nd and 3rd place winners signed up for that tournament on their own.  Supervisor Zalewski said that all the participants received a “goody bag” which included flyers for upcoming events. Commissioner Lind suggested displaying flyers on a shelf at Menard for the public to see, especially on Saturdays when there are ball games going on.

Commissioner Pratl asked about the registration for T-ball.  Supervisor Zalewski said they had 37 children signed up with a possible 3 more available spots.  There will be 4 teams.

Mother/Son Bowl is Friday, May 15, but the enrollment is still low.  They currently have 30 people signed up.  Director King commented that all the numbers are down right now with the exception of the senior’s luncheon which had 52 in attendance.

Supervisor Zalewski reported on the gifts that were given for these events.

When asked about the batting cage rentals, Supervisor Zalewski reported that there were some, but not a lot due to the weather.

Director King reported that they had only 4 people signed up for the Junior Olympics and only 1 person showed up.  He suggested tying it in with another event for next year.

Commissioner Conrad asked if the movie was selected for the Movie in the Park night.  Supervisor Zalewski reported that it is Hotel for Dogs.

Chair Report

Commissioner Conrad reported that the maintenance staff is staying on top of the fields as much as they can.  On rainy days, the staff has been cleaning the inside of the facilities.  He commented that Frontier has been looking good.  The new floor scrubber came in and the staff has been trained on it.  He also commented that Ball Fore is looking good.  One shrub was lost over the winter. The maintenance staff has planted flowers around the parks.

Commissioner Lind brought up the issue of graffiti around the concession building.  Commissioner Conrad commented that he saw the Police Department take 2 or 3 kids away in squad cars.  There was some discussion on cleaning up the graffiti.  Commissioner Pratl suggested contacting the Police Department to make sure they are watching our parks.  Commissioner Hovel asked about whether the Police Department would be sitting in the parking lot during closing time for extra protection.  Director King said that they did that last year as a courtesy at Ball Fore as well as Frontier, if time permitted, but it was not part of their regular routine.  The Board agreed that it would be in our best interest to ask the Village Police Department if they would make it part of their regular routine.  Director King said he would talk to both the Chicago Ridge and Worth Police Departments.

Commissioner Lind also suggested having the employees notified at Ball Fore of impending storms.  Director King said he would ask the Police Department about this as well.

Chair Report

Commissioner Hovel had nothing to report at this time.

Chair Report

Commissioner Lind opened discussion on the new concession building at Freedom.  Director King commented that they are looking to be done by the 2nd week of June.  He also said that they should have a construction fence up by next week.  He reported that the concession equipment will be coming in next week.

Director King reported that PDRMA will be out next week to begin their review.  Last year we received the “most improved” status which raised our score; and this year we are looking to become accredited.  The staff will be involved with this.

Director King reported that there is another Ring of Honor event scheduled which may feature Rick Flair.  If so, this will be an even bigger event than their last one.

There was some discussion regarding the Legislative Conference that was attended by Director King in regard to Senate Bill #2126 & 2154.

There was no old business to discuss at this time.

President Pratl congratulated the newly elected Commissioners and gave the floor to Attorney Connelly for the swearing in.  Attorney Connelly also congratulated the elected Commissioners and proceeded with the recitation of the Oath of Office by Commissioners Lind, Hovel and Conrad.  The Commissioners then signed their Oaths which will be filed with the State of Illinois by the Attorney.

There was no reason to enter into Executive Session.

A motion to adjourn was made by Commissioner Hovel and seconded by Commissioner Conrad at 8:39 pm.  All in favor, aye.  Motion carried.
