Regular Committee/Board Meeting of the

Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

November 12, 2008

 

CALL TO ORDER

President Pratl called the meeting to order at 7:00 pm.

 

ROLL CALL

The following commissioners were present:  Commissioner Crout, Hovel, Lind, Conrad, Pratl

 Also present were Director King and Recreation Supervisor Joe Zalewski.

 

PLEDGE OF ALLEGIANCE

Everyone participated in the Pledge of Allegiance.

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

Supervisor Zalewski announced the winners of the Halloween House Decorating Contest and presented them with their awards.  President Pratl and the Board congratulated them and pictures were taken. 

 

Director King introduced James Howard from Governmental Accounting and Bill Kaufman from Speer Financial, both of whom will address the Board regarding the levy and the bond sale respectively.

 

President Pratl called for a motion to move Finance up to position #5 on the agenda and move Recreation to #7.  Motion was made by Commissioner Hovel and seconded by Commissioner Crout.

FINANCE COMMITTEE

Chair Report

The floor was given to James Howard from Governmental Accounting for his report on the levy.  A property tax history/projection was given to the Board for their review.  The Board was satisfied with his report and Mr. Howard exited the meeting.

 

**Attorney Matt Byrne entered the meeting at 7:16pm**

 

The floor was given to Bill Kaufman from Speer Financial to report on the bond sale.  No one had any questions; Mr. Kaufman exited the meeting.

 

MAINTENANCE COMMITTEE

Chair Report

Commissioner Conrad reported that Ball Fore has been closed and the staff is mainly focusing on the new property on Oxford Ave.  The maintenance staff has cleaned up the area in back of the building.  Commissioner Pratl asked if the building would be functional by spring.  Commissioner Conrad said it would depend on the architect.  There was discussion on putting up a temporary gate to be able to lock up the equipment but eventually replacing the fence. 

 

Director King commented that the Christmas lights were up. 

 

RECREATION COMMITTEE

Chair Report

Commissioner Crout asked Supervisor Zalewski about the brochure.  He reported that it went to the printer, he should be getting the proof in a day or two and then it will go out within 5-7 days after that. 

 

Commissioner Crout also asked Supervisor Zalewski to inform the Board as to the mix up concerning a child attending the RAH program.  Supervisor Zalewski reported that the child’s father called in to register his child for the RAH program.  The Park District was to notify the school that the child would be taking the Park District bus after school, however, the school did not receive the notification and the child went home on the school bus.  When RAH counselors discovered that the child was not on the Park District bus, a counselor was directed to go to the child’s home to meet the child when she got off the bus, however, the father called the Park District to say that a neighbor had taken her in.  The mother was notified of the incident.  Supervisor Zalewski also stated that he has spoken with the staff as to the seriousness of this matter and has taken steps to insure that this kind of mix up will not happen again.

 

Commissioner Pratl commented on the seriousness of the matter and that this kind of incident will not be tolerated.  Discipline for employees involved will be enforced. 

 

SPECIAL PROJECTS

Chair Report

Commissioner Lind reported that they are working on getting an architect for the Oxford building and the proposed concession stand for the splash pad. The Board was given a letter from ARC Architects outlining the details of a preliminary space plan they would like to do.  Information from some other architects is expected by the next meeting.  More discussion ensued.  Colors for the splash pad will be determined at the next meeting.

 

Commissioner Pratl asked Attorney Byrne to report on his progress in his investigation of the 10325 Oxford building.  Attorney Byrne commented that it was an unusual situation with the foreclosure and tax lien on the property.  He stated that there may be a way for the Park District to put themselves “first in line” to purchase the property when it becomes available, which may not be until next April.  He is still looking into the matter.  Commissioner Pratl encouraged him to continue working on it.

 

OLD BUSINESS

There was no old business at this time.

 

NEW BUSINESS

President Pratl called for a motion to adopt Bond Ordinance #2008-06.  Motion was made by Commissioner Lind, seconded by Commissioner Crout.

Nays:               None

Abstain:           None

Motion Carried.

 

President Pratl called for a motion to approve a 4.1% tax levy for 2009.  Motion was made by Commissioner Conrad, seconded by Commissioner Hovel.

Ayes:               Commissioner Crout, Hovel, Lind, Conrad, Pratl

Nays:               None

Abstain:           None

Motion Carried.

 

President Pratl called for a motion to move the Regular Board Meeting of the Board of Commissioners from November 26, 2008, to November 19, 2008.  Motion was made by Commissioner Lind, seconded by Commissioner Conrad.

Roll Call:

Ayes:               Commissioner Crout, Hovel, Lind, Conrad, Pratl

Nays:               None

Abstain:           None

Motion Carried.

 

ADJOURN

A motion to adjourn was made by Commissioner Crout and seconded by Commissioner Hovel at 7:52pm.  All in favor, aye.  Motion carried.
