Regular Meeting of the Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

July 23, 2008

 

CALL TO ORDER

President Pratl called the meeting to order at 8:00 pm.

 

ROLL CALL

The following Commissioners were present:   Crout, Hovel, Conrad and Pratl.  Commissioner Lind was absent with notice.  Also present was Director King and Attorney Byrne.

 

PLEDGE OF ALLEGIANCE

Everyone joined in the Pledge of Allegiance.

 

APPROVAL OF MINUTES

Upon recommendation by Attorney Stillman, President Pratl asked for a motion to approve the Executive Session Minutes of January 12, 2008; February 13, 2008; February 27, 2008; April 9, 2008 and June 21, 2008 and keep them closed.  Motion was made by Commissioner Crout and seconded by Commissioner Conrad.

Ayes:               Commissioner Crout, Hovel, Conrad, Pratl

Nays:               None

Abstain:           None

Motion Carried.

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

There was no one to address the Board.

 

FINANCE

Commissioner Hovel made a motion to approve the June/July, 2008, disbursements in the amount of $54,893.80; and it was seconded by Commissioner Crout.

Abstain:           None                

Motion Carried.

 

Commissioner opened discussion regarding the Ball Fore hours of operation and revenue.  He commented that the numbers looked good, that the batting cage rental is incredible and the golf is doing well also.  Director King commented that after the school term starts, hours of operation will be cut down.  Problems with the batting cages have been minimal.  Commissioner Pratl noted that the pond water looked low.  Director King will look into it. 

 

 

REPORTS

President:      

President Pratl complimented the staff for a job well done at the Salute to Ridge Kids event.  Everyone had a good time. 

 

President Pratl asked for any changes/ideas for the splash pad be given to Director King by Friday for his meeting with Glenn Thorstenson.  He would like this to go out to bid by mid-August.

 

Attorney:

Attorney Byrne reported on the purchase of the Oxford property in Executive Session.

 

Director:        

Director King reported that there are some new banners up at Ball Fore.  The advertising for the Illinois State Open on the Toyota Park billboards is up and running.  He also reported that he is in the process of getting figures together in order to possibly qualify for grant money for next year. 

 

Audit went well.  Rough draft should be ready next month.

 

In regard to Frontier Fieldhouse, Director King said that the rentals are slowing down right now, but they are booked from the middle of August to the end of May.  Ring of Honor has booked three more events for next year. 

 

The commissioners were given a preliminary copy of the fall brochure.  Director King requested that any changes/corrections be given to him by Friday in order to get the brochure out to the public in a timely fashion. 

 

In regard to Maintenance, he reported that the staff is doing a good job.  They will be handling the removal of the dead trees themselves. 

 

He has talked to Jim Walsh to have him come out and take care of some things this fall.  If Mr. Walsh is too busy, Director King will call someone else to do the work.

 

He reported that Day Camp is doing well.  They are utilizing Ball Fore for their field trips.

 

COMMITTEES:

Recreation:   

Commissioner Crout commented that the brochure looked good.  A motion was made to approve the new RAH rates for the 2008-2009 school year, as presented by Director King, by Commissioner Crout and seconded by Commissioner Hovel.

Commissioner Crout complimented the staff on a job well done at the Salute to Ridge Kids event.

 

Maintenance:

Commissioner Conrad reported that the staff is concentrating on the smaller parks at this time.  He reported that the new truck was in.  He commented that they are doing a good job with Ball Fore.  He reported that they will be putting a light kit on the gator. 

 

Special Projects: 

Commissioner Pratl commented that they are intending to move forward with the splash pad plans.  In regard to the solar energy project, he reported that he has been in contact with Commissioner Conrad and they believe that the issue of prevailing wage is what may be holding up the specs from Solar Service.  Commissioner Conrad said he will take his time to look for other solar companies to get the right one.  Commissioner Pratl said he had been in contact with a solar company that is currently doing thermal solar work for the Chicago Park District and would like them to possibly do a presentation for the Chicago Ridge Park District.

                       

OLD BUSINESS:

There was no old business at this time.

 

NEW BUSINESS:

There was no new business at this time.

 

 EXECUTIVE SESSION:

A motion to enter into Executive Session at 8:24 to discuss personnel, possible litigation and possible land acquisition was made by Commissioner Crout and seconded by Commissioner Conrad.  All in favor, aye. Motion Carried.

 

OPEN SESSION

President Pratl called Open Session to order at 8:45pm.

The following commissioners were present – Commissioner Crout, Hovel, Conrad, Pratl.

Also present were Director King and Attorney Byrne.

 

A motion to increase Director King’s salary as mentioned in Executive Session was made by Commissioner Conrad and seconded by Commissioner Crout.

Nays:               None

Abstain:           None

Motion Carried.

 

ADJOURN

A motion to adjourn at 8:46pm was made by Commissioner Crout and seconded by Commissioner Conrad.
