Regular Committee/Board Meeting of the

Board of Commissioners


August 9, 2017



President Pratl called the meeting to order at 8:00pm.



The following commissioners were present:  Commissioners Crout, Conrad, Egan, Albon, Pratl

Also present: Director King, and Superintendents Malito and Biskey.



Everyone participated in the Pledge of Allegiance. 



There was no one to address the Board.



Chair Report

Commissioner Albon reported that the signup for Tiny Tots was very low.  Recreation Superintendent Malito responded that they currently have 5 children signed up.  Numbers are low due to the school district offering free preschool.  Discussion ensued.


Superintendent’s Report

Superintendent Malito reported on Day Camp which finished up on August 4th with the talent show, and they are now moving into full-day RAH until school begins on August 23rd.  Field trips to the movie theater, Ball Fore, Lily Pad and Park District parks are planned for the children.


Santa Express dates have been confirmed with Metra Group Travel. Special registration date is November 11th.


Superintendent Malito reported that one of the fitness machines was down and has been fixed.


First proof of the fall/winter brochure has been submitted to the printer.


New security cameras will be installed this week at Lombard Administration building.  Director King reported that they are in the process of getting camera signs which will be installed next week.

The floor was given to Superintendent Biskey for his report.


Superintendent’s Report

Superintendent Biskey reported on the lighting work done at Lombard Administration building.

Electrical work has also been done at Ball Fore.

TruGreen was out to fertilize Freedom Park after the Ridge Fest and the maintenance staff has been watering.  Damage to the park from the Ridge Fest was minimal this year.


Knox boxes were installed.


Superintendent Biskey reported on upcoming rentals.


Reliable Fire was out to install the new sprinkler heads at Ball Fore.


Superintendent Biskey reported that he walked 3 parks with Director King and Commissioners Egan and Conrad to see what pressing projects need to be done.


Director’s Report

Director King reported that the Village did not do any watering at Freedom after the Ridge Fest, therefore, the maintenance staff jumped in to do the watering.  Maintenance Biskey reported that he obtained a water meter from the village to log the water usage at the park.


The audit was completed.


Director King reported that he met with the Fire Marshall regarding the quote provided by Tyco for a new alarm system for Frontier. 


Lily Pad is still experiencing some water issues.  Sensors have been replaced, but the issue has not been resolved.  A company has been called to come out to assess the situation.


CRAA has not yet pulled permits or begun the renovations to the concession stand at Menard.


Ring of Honor will not be renting Frontier Fieldhouse for the October event and will be moved to a larger venue due to the extra large crowd they are expecting.


The new beverage tax is in place and the park district will be paying the tax.


The Board was given a letter from Fox Excavating who is doing work just north of Ball Fore.  They are asking for permission for residents affected by their work to park in the Ball Fore parking lot overnight while the work is going on for approximately 30 days from August 28th to the end of September.  As this timeframe is after the facility traditionally closes for the season, and there is too much liability, the Board agreed not to grant the request.


Commissioner Pratl reported on the e-mail exchanges with the Attorney regarding the law suit resulting from the 2016 Ridge Fest stating that Attorney Stillman is working on getting the Park District dropped from the suit.

Commissioner Conrad reported on the walk through of the three parks.  Priorities need to be changed as there are some things that need more immediate attention.  He suggested possibly renovating the pavilion at Freedom Park instead of taking it down as previously talked about in order to do the more pressing projects, (i.e. Freedom walking paths, Frontier Parking lot, Frontier Park).  He would like to have a 2-3year plan in place for these projects. Maintenance Superintendent Biskey reported that he will be meeting with asphalt companies to get quotes for the walking path. Director King stated that the paths will need to be done in phases as there are some immediate concerns as well as long range concerns.  Also, the parking lot at Frontier needs to be addressed before the winter comes.

President Pratl called for a motion to adjourn at 8:42pm.  Motion was made by Commissioner Albon and seconded by Commissioner Egan.  All in favor, aye.  Motion carried.
