Regular Meeting of the Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

June 28, 2017

CALL TO ORDER

President Pratl called the meeting to order at 8:00pm.

 

ROLL CALL

The following Commissioners were present:   Crout, Conrad, Albon and Pratl.

Commissioner Egan was absent with notice.

Also present: Director King, Attorney Stillman, Superintendents Malito and Biskey

 

PLEDGE OF ALLEGIANCE

Everyone joined in the Pledge of Allegiance.

 

APPROVAL OF MINUTES

President Pratl called for a motion to approve the minutes of the Regular Board Meeting dated May 24, 2017.  Motion was made by Commissioner Conrad and seconded by Commissioner Albon.

Ayes:              Commissioners Conrad, Albon, and Pratl

Nays:              None

Abstain:         Commissioner Crout

Motion Carried.

 

President Pratl called for a motion to approve the minutes of the Regular Committee Meeting of June 14, 2017.  Motion was made by Commissioner Conrad and seconded by Commissioner Albon.

Ayes:              Commissioners Conrad, Albon, Pratl

Nays:              None

Abstain:         Crout

Motion Carried.

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

President Pratl gave the floor to Bill Lamell, the President of the Lion’s Club.  Mr. Lamell proposed selling tickets for a “mega, split-the-pot”, at the Ridge Fest, which would raise funds for their organization.  He stated that the Village was on board and suggested he get the approval of the Park District.  President Pratl stated that this should have been added to the addendum and attached to the permit request prior to the submission of the permit request; however, for this year only the Board had no objections as this is a local non-profit.  Attorney Stillman advised that In the future, this should be added to the addendum, specific to the Chicago Ridge Chapter of the Lion’s Club.

 

Mr. Lamell then exited the meeting.

 

President Pratl called for a motion to allow the Chicago Ridge Chapter of the Lion’s Club to sell tickets for Mega, Split-the-Pot at this year’s Ridge Fest on a trial basis.  Motion was made by Commissioner Crout and seconded by Commissioner Conrad.

FINANCE

President Pratl called for a motion to approve cash disbursements from May 17th through June 20th, in the amount of $168,181.58.  Motion was made by Commissioner Crout and seconded by Commissioner  Albon.

Motion Carried.

 

REPORTS

President:

President Pratl had a few complimentary comments about Tower Park.  More people are using that park than ever before.

 

Director:

Director King stated that the return on investment would not support the Park District hosting the USPMGA U.S. Open.  The Park District will host a lesser Open to tie in with next year’s anniversary celebration.

 

Director King informed the Board regarding the Sweetened Beverage Tax that will be imposed by Cook County.  Concession prices will reflect this increase in the fall.

 

CRAA finished their tournament.  It was a good season. 

 

The Board was given revenue reports for Ball Fore and Lily Pad.

 

The Board was given two FOIA requests which were answered.

 

The Board was given the inspection reports for Ball Fore, Lily Pad and Frontier.  The new Village Health Inspector reported that the Park District needs to install a 3-compartment sink at Frontier per code. 

 

Attorney:

Attorney Stillman reported that the Chicago Ridge Park District has been named as a co-defendant along with the Village of Chicago Ridge and others in a law suit brought by a patron of the 2016 Ridge Fest.  Attorney Stillman stated for the record that although Odelson/Sterk also represents the Village of Chicago Ridge, there is no conflict of interest in also representing the Chicago Ridge Park District in this matter.  The signed permit covers the Park District as to liability and  Attorney Stillman advised that a letter be sent to the Village of Chicago Ridge stating that, pursuant to the signed permit, their’s is the responsibility in this matter. Attorney Stillman also advised the Park District to notify their Insurance carrier.

COMMITTEES:

Recreation:

Recreation Superintendent Malito reported on the Day Camp program. 

 

The Volleyball Clinic was moved from June 25th to August 6th.

 

Wewannatoo Play Camp will be ending on July 6th.  Park and Pad time will begin on July 11th.

 

First T-Ball Class was held on June 21st with 16 children.

 

Final CPR class was held on June 14th – all staff has been certified.

 

Penny Lane and High Hopes have been utilizing the Lily Pad for their children.

 

Maintenance:

Maintenance Superintendent Biskey reported that the maintenance staff has been busy cutting, trimming and maintaining the parks and facilities. 

 

The inflatables are being used by Day Camp.

 

The new tables and chairs have been delivered.  These will be used in-house only.

 

Maintenance Superintendent Biskey reported that there was a small safety issue on a piece of equipment at Frontier Park.  The equipment was removed and the safety issue addressed.

 

Commissioner Crout made mention that there are some low hanging branches at Menard Park which need to be trimmed.  Superintendent Biskey reported that the staff has trimmed what they could reach, but would contact the Village for use of their bucket.

 

Superintendents Malito and Biskey then exited the meeting.

 

SPECIAL PROJECTS: 

Commissioner Conrad had nothing new at this time.  Director King reported on the condition of the remaining parks to be renovated.

 

OLD BUSINESS:

There was old business to discuss.

 

NEW BUSINESS:

President Pratl called for a motion to adopt Resolution #2017-02 authorizing and directing the Treasurer of the Chicago Ridge Park District to transfer certain funds from the recreation fund to other funds.  Motion was made by Commissioner Crout and seconded by Commissioner Albon

Motion Carried.

President Pratl called for a motion to adopt Ordinance #2017-03 – an Ordinance adopting Prevailing Wage Standards.  Motion was made by Commissioner Albon and seconded by Commissioner Conrad.

Nays:              None

Abstain:         None

Motion Carried.

 

 

EXECUTIVE SESSION:

There was no need to enter into Executive Session.

 

ADJOURN

President Pratl called for a motion to adjourn at 8:40 pm.  Motion was made by Commissioner Conrad and seconded by Commissioner Crout.   All in favor, everyone responded aye.  Motion Carried.
