Regular Meeting of the Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

December 28, 2016

CALL TO ORDER

President Pratl called the meeting to order at 7:01pm.

 

ROLL CALL

The following Commissioners were present:   Conrad, Egan, Albon and Pratl.

Commissioner Crout was absent with notice.

 Also present: Director King and Recreation Superintendent Malito

 

PLEDGE OF ALLEGIANCE

Everyone joined in the Pledge of Allegiance.

 

APPROVAL OF MINUTES

President Pratl called for a motion to approve the minutes of the Combined Committee/ Regular Board Meeting of November 9, 2016.  Motion was made by Commissioner Conrad and seconded by Commissioner Egan.

Ayes:              Commissioners Conrad, Egan, Albon and Pratl

Nays:              None

Abstain:         None

Motion Carried.

 

President Pratl called for a motion to approve the minutes of the Regular Committee/Board Meeting of December 14, 2016.  Motion was made by Commissioner Egan and seconded by Commissioner Albon.

Ayes:              Commissioners Conrad, Egan, Albon, Pratl

Nays:              None

Abstain:         None

Motion Carried.

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

President Pratl acknowledged the Holiday House Decorating Contest winners.  The Bakker family has won this contest for the third year in a row. Congratulations were given along with a plaque and certificate, and coupons for the Lily Pad and Ball Fore and Fitness Center.

FINANCE

President Pratl called for a motion to approve cash disbursements from October 20, 2016 through December 20, 2016, in the amount of $937,200.74.   Motion was made by Commissioner Conrad and seconded by Commissioner Egan.

Nays:              None

Abstain:         None

Motion Carried.

 

REPORTS

President:

President Pratl had nothing to report at this time.  President Pratl thanked Director King and staff for their work throughout the year.

 

Attorney:

Attorney Stillman was not at the meeting. No report was given.

 

Director:

Director King reported that the Park District was given a Level a – Accredited $1,500 cash award from PDRMA.

 

The Levy Ordinance was filed by the attorney’s office.

 

The employees are set with health insurance benefits, staying with the same company.

 

Andromeda is the new IT service provider.  Due to their unavailability and non-performance, Attorney Stillman will be drafting a letter to the previous provider, OliveJar, to secure a prorated portion of the contract price that was paid.

 

Tower Park is on track for the equipment shipment after the New Year.  The bidding process will begin in February with the preparation of bid specs.

 

Director King reported on the holiday parties for Tiny Tots and RAH. 

 

Santa Express was a big success.  Some improvements to the program will be worked on for next year.

 

Dave Conrad, Rich Egan and Jamie Albon all filed for the available Park District Commissioner positions.  As there were no other candidates, Director King congratulated these candidates and stated that he is looking forward to working with them for the good of the Park District.

 

The Board was given November financial statements for their review.

 

The Tax Abatement Ordinances were filed.  Director King mentioned that the Park District has a great financial team that pulls together to enable the Park District to enhance playgrounds and facilities.

 

COMMITTEES:

Recreation:

Commissioner Albon gave the floor to Recreation Superintendent Malito for his report.

 

Superintendent’s Report

Superintendent Malito reported on the Christmas events.  He thanked the Cub Scouts for helping with the Breakfast with Santa.  Commissioner Pratl suggested giving them some Park District coupons and a plaque as a thank you gift.  There was some discussion regarding moving this event next year to Frontier to accommodate the large crowd.

 

Commissioner Albon asked about Fitness Center memberships.  Superintendent Malito said he did not have the numbers on hand, but reported on the proposed equipment purchase. Discussion ensued.

 

Commissioner Albon asked about the healthy food purchases in the vending machines.  Superintendent Malito reported that it is selling well.  They are moving along with the Commit to Health program.

 

Recreation Superintendent Malito then exited the meeting.

 

Maintenance:

Commissioner Egan thanked Schroeder Material, Inc. for donating their time and equipment to help with the unloading of the new boulder that was purchased for the Tower Park project.

 

There was a water pipe that had burst at the Menard garage due to freezing temperatures.  The water was shut off and Diffogio Plumbing came out to assess the situation.

 

SPECIAL PROJECTS: 

Commissioner Conrad had a few comments regarding the honor he feels being a Commissioner on the Board and stated that it is because of a great President and Director that good things are being done for the Park District.

 

Commissioner Pratl asked about the Lily Pad changes.  Director King stated that they are looking into it and waiting for some ideas from Vortex. There was discussion regarding having resident children give some input regarding the spray heads.

 

Commissioner Pratl also reminded the Board to be thinking about improvements to Ball Fore and ideas for growth for the coming year.

 

OLD BUSINESS:

There was no old business to discuss.

 

NEW BUSINESS:

There was no new business to discuss.

 

 

EXECUTIVE SESSION:

There was no need to enter Executive Session.

 

ADJOURN

President Pratl wished everyone a Happy New Year and called for a motion to adjourn at 8:24 pm.  Motion was made by Commissioner Albon and seconded by Commissioner Conrad.   All in favor, everyone responded aye.  Motion Carried.
