Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

December 14, 2016

 

CALL TO ORDER

President Pratl called the meeting to order at 7:00pm.

 

ROLL CALL

The following commissioners were present:  Commissioners Crout, Conrad, Egan, Albon, Pratl  Also present: Director King, Recreation Superintendent Malito and Maintenance Superintendent Biskey.

 

PLEDGE OF ALLEGIANCE

Everyone participated in the Pledge of Allegiance. 

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

There was no one to address the Board.

 

RECREATION COMMITTEE

Chair Report

Commissioner Albon gave the floor to Recreation Superintendent Malito to report on the holiday events.

 

Superintendent’s Report

Recreation Superintendent Malito reported that the Santa Express events were going well.  There will be a Breakfast with Santa on December 17th with another Santa Express train ride.

There will be Cookie Decorating and Gingerbread House Making coming up as well.

 

Other items reported on:  Men’s basketball league begins on December 7th; NRPA Commit to Health Program foods of the month are low fat dairy products and nuts; a 20% discount on Fitness Center memberships will be offered between December 5th and January 31st.  Director King reported that the bus company next door had an issue with their bathroom facilities and requested permission to use the Frontier Fieldhouse.  The Park District took advantage of the opportunity to be of service and gave out fitness center passes as well to generate business and keep up good relations with them.

 

The Senior Luncheon will be December 13th. Seat cushions will be given out as a gift.  The bingo date was moved to accommodate the Mayor’s Christmas Party which was on the same day.

 

Instructional basketball league started November 26th and will go until January 21st; there are 12 signed up. There will be no class on Christmas Eve or New Year’s Eve.

 

 

 

 

MAINTENANCE COMMITTEE

Chair Report

Commissioner Egan made a few complimentary comments regarding the snow removal gave the floor to Maintenance Superintendent Biskey for his report.

 

Commissioner Egan opened discussion regarding the C.R.A.A.’s request to move the 12-year-olds (baseball) to Menard Park.  Director King reported on his meeting with Mike Kwartnick, President of the C.R.A.A., regarding the fields and their request to move the 12-year-olds to the Menard field from Freedom Park.  The Menard Park fields are meant for 8-10 year-olds and will have to be majorly changed to accommodate 12-year-olds.  There are some safety concerns regarding this and Director King is waiting for a quote from Sportsfields, Inc.

 

Superintendent’s Report

Superintendent Biskey reported that the deteriorating in-ground patio pavers in front of Frontier Fieldhouse were removed and replaced.

 

Christmas decorations were put up – all lights are working and look great.  Director King has been getting compliments from the residents.

 

Maintenance staff continues to stay on top of the snow removal.

 

The facilities have been very busy with leagues and rentals.

 

The 1st piece of new playground equipment for Tower Park, which is the climbing rock, will be delivered on December 15th.  The rest of the equipment will not be shipped until the end of the month.

 

Superintendents Malito and Biskey exited the meeting.

 

Director’s Report

Director King reported on the new health insurance secured for the employees.

 

Director King is working with Andromeda for IT services.  He is anticipating the new server to be installed by next week.  He is also looking into new software for the Recreation programs.

 

The maintenance department is short-staffed and Director King is in the process of interviewing.

 

There are a few issues that the Village needs to address:  the fence at Tower Park, the sidewalk at Tower Park and the water meter issue at Freedom Park.  These issues will need to be addressed by springtime.

 

Ring of Honor is looking to add another date in June and October next year.

 

The IAPD conference will be held at the Chicago Hilton January 19-21st.  Director King encouraged the Board to let him know if they would like to attend.

 

FINANCE COMMITTEE

Chair Report

There was nothing to discuss at this time.  The Board was given October financial statements to review.  Director King informed the Board that two bond payments were paid.

 

SPECIAL PROJECTS

Chair Report

Commissioner Conrad had nothing new to discuss at this time. 

 

President Pratl informed the Board that Attorney Stillman was not feeling well and could not attend the meeting; but bid specs for the Tower Park will be prepared soon.

 

OLD BUSINESS

There was no old business to discuss. 

 

NEW BUSINESS

President Pratl called for a motion to adopt Ordinance #2016-07 abating the tax heretofore levied for the year 2016 to pay debt service on General obligation Park bonds (Alternate Revenue Source), Series 2012 of the Chicago Ridge Park District. Motion was made by Commissioner  Conrad and seconded by Commissioner Egan.

Ayes:               Commissioners Crout, Conrad, Egan, Albon and Pratl

Nays:               None

Abstain:           None

Motion Carried.

 

President Pratl called for a motion to adopt Ordinance #2016-08 abating the tax heretofore levied for the year 2016 to pay debt service on General Obligation Park Bonds (Alternate Revenue Source), Series 2014A of the Chicago Ridge Park District. Motion was made by Commissioner Pratl and seconded by Commissioner Conrad.

Ayes:               Commissioners Crout, Conrad, Egan, Albon and Pratl

Nays:               None

Abstain:           None

Motion Carried.

 

President Pratl called for a motion to adopt 2016 levy of Taxes as Ordinance #2016-09.  Motion was made by Commissioner Egan and seconded by Commissioner Conrad.

Ayes:               Commissioners Crout, Conrad, Egan, Albon and Pratl

Nays:               None

Abstain:           None

Motion Carried.

 

EXECUTIVE SESSION

There was no need to enter Executive Session.

 

ADJOURN. 

President Pratl wished the Board of Commissioners and staff a Merry Christmas, and then called for a motion to adjourn at 7:51pm.  Motion was made by Commissioner Crout and seconded by Commissioner Egan.  All in favor, aye.  Motion carried.
