Regular Meeting of the Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

July 27, 2016

CALL TO ORDER

President Pratl called the meeting to order at 8:04pm.

 

ROLL CALL

The following Commissioners were present:   Crout, Conrad, Egan, and Pratl.

Commissioner Albon was absent with notice.

Also present: Director King, Attorney Keller, Recreation Superintendent Malito and Maintenance Superintendent Biskey.

 

PLEDGE OF ALLEGIANCE

Everyone joined in the Pledge of Allegiance.

 

APPROVAL OF MINUTES

President Pratl called for a motion to approve the minutes of the Regular Board Meeting of June 22, 2016.  Motion was made by Commissioner Crout and seconded by Commissioner Egan.

Ayes:              Commissioner Conrad, Crout, Egan, and Pratl

Nays:              None

Abstain:         None

Motion Carried.

 

President Pratl called for a motion to approve the minutes of the Regular Committee/Board Meeting of July 13, 2016.  Motion was made by Commissioner Conrad and seconded by Commissioner Crout.

Ayes:              Commissioner Conrad, Crout    

Nays:              None

Abstain:         Commissioners Egan and Pratl

Motion Carried.

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

Mr. and Mrs. Thoma were present to observe the meeting.

 

FINANCE

President Pratl called for a motion to approve cash disbursements from June 14, 2016 through July 19, 2016, in the amount of $87,925.10.   Motion was made by Commissioner Crout and seconded by Commissioner Conrad.

Abstain:         None

Motion Carried.

 
 

 

REPORTS

President:

Commissioner Pratl stated that he has been speaking with Director King regarding finances and there is enough money in the budget to renovate Tower Park.  Director King stated that he will be meeting with the playground companies to get quotes.  Commissioner Pratl also stated that they might be looking to do Frontier and/or O’Connell along with Tower Park if they can get a good deal.

 

Commissioner Pratl stated that Day Camp is full and that the facilities and fields are looking good.

 

Attorney:

President Pratl did not ask Attorney Keller for a report at this time.

 

Director:

Director King elaborated on the upcoming proposed projects: Tower, Frontier & O’Connell Parks, and resurfacing the Lily Pad.

 

The Board was given information from PDRMA outlining the Park District’s most recent score and achievement in loss control. The Park District received a 99.54% score and $3,000 in cash award incentives.

 

The NRPA Conference is coming up in August and Director King will be looking to connect with some playground company representatives for the upcoming projects.

 

The NRPA is promoting the Commit to Health program which will be incorporated into the Park District’s programs.  The program is a year-long, educational curriculum which highlights two healthy foods each month along with appropriate activities.  The Park District has already begun with offering healthy alternatives in their vending machines.

 

The fall/winter brochure is being worked on.

 

In regard to the fitness center, Director King stated that a rowing machine would be a beneficial and affordable option at this point.

 

Baseball season is over and the season went well.  Sportsfields, Inc. will be called to come out and assess the fields to see if there is preparation necessary this fall in order to be ready for next year.

 

The Ridge Fest event is this week.  President Pratl informed the Board that he spoke with Attorney Stillman regarding the Certificates of Insurance for this event which have not been received as yet and there was no walk through.  Attorney Stillman stated to him that the Park District would be covered by the permit and addendum agreement that was signed by both parties.

 

The Board was given financial statements for their review.  The audit has been completed and Director King is expecting a good report.

 

Ring of Honor would like to add another rental date for an event on March 25, 2017.

  

COMMITTEES:

Recreation:

In the absence of Commissioner Albon, President Pratl gave the floor to Commissioner Crout.  Commissioner Crout asked about the Knockerball event at Frontier Fieldhouse.  This was not a Park District sponsored event; however, Recreation Superintendent Malito stated that it went very well.

 

Commissioner Crout also complimented Superintendent Malito and staff on their excellent care of the Day Camp children at the Oak Lawn pool.

 

Superintendent’s Report:

Superintendent Malito reported on the remaining two weeks of Day Camp and upcoming field trips.

 

RAH registration begins on Monday, August 1st.

 

The brochure should be finished by the first week of August.

 

Men’s league basketball season will conclude on Wednesday, August 3rd and begin again on August 17th.

 

Mr. and Mrs. Santa Claus are booked for the Santa Express events on December 9th and 10th.

 

The senior summer picnic will take place on August 9th.

 

Maintenance:

Commissioner Egan stated that he has been on vacation, but has heard many good compliments regarding the parks and facilties. 

 

Superintendent’s Report:

Maintenance Superintendent Biskey reported on the operations of Ball Fore and the Lily Pad.

 

Weeding and trimming are ongoing.

 

Superintendent Biskey reported on a recent power outage/surge.  This has been addressed by Secure Electric.

 

The Lily Pad will be cleaned while it is closed during the Ridge Fest.

 

The tile and baseboard renovation at Frontier is complete.  The administration building renovation is scheduled for August 22nd.

 

Sherlock Carpet is scheduled to replace the day room floor at Freedom Activity Center on August 1st. 

 

A new water fountain will be installed at Guardian Park.

 

Special Projects: 

Commissioner Conrad had nothing new to report at this time. 

Maintenance Superintendent Biskey reported on some recent vandalism at Tower Park.

 

Superintendents Malito and Biskey then exited the meeting.

 

OLD BUSINESS:

There was no old business to discuss.

 

NEW BUSINESS:

There was no new business to discuss.

 

EXECUTIVE SESSION:

President Pratl excused Mr. and Mrs. Thoma and called for a motion to enter into Executive Session for the purpose of the semi-annual review of Executive Session minutes and for the discussion of the employment of specific employee(s) at 8:42 pm.  Motion was made by Commissioner Crout and seconded by Commissioner Egan.

Nays:              None

Abstain:         None

Motion Carried.

 

OPEN SESSION

The Board entered back into Open Session at 8:58pm.  The following Commissioners were present: Crout, Conrad, Egan, Pratl

Also present Director King and Attorney Keller.

 

Action taken on Executive Session items:

As discussed in Executive Session, on the advice of Counsel, President Pratl called for a motion to keep all Executive Session minutes closed. Motion was made by Commissioner Conrad and seconded by Commissioner Egan

Nays:              None

Abstain:         None

Motion Carried.

 

As discussed in Executive Session, President Pratl called for a motion to approve a 3% salary increase for all employees retroactive to May 1st, 2016. Motion was made by Commissioner Egan and seconded by Commissioner Conrad.

Motion Carried.


ADJOURN

President Pratl called for a motion to adjourn at 9:00 pm.  Motion was made by Commissioner Crout and seconded by Commissioner Egan.   All in favor, everyone responded aye.  Motion Carried.
