Board of Commissioners

CHICAGO RIDGE PARK DISTRICT

June 8, 2016

 

CALL TO ORDER

President Pratl called the meeting to order at 8:01pm.

 

ROLL CALL

The following commissioners were present:  Commissioners Conrad, Egan, Albon, Pratl.  Commissioner Crout was absent.  Also present: Director King, Recreation Superintendent Malito, Maintenance Superintendent Biskey, and Attorney Stillman

 

PLEDGE OF ALLEGIANCE

Everyone participated in the Pledge of Allegiance. 

 

PUBLIC/STAFF WISHING TO ADDRESS THE BOARD

There was no one to address the Board.

 

RECREATION COMMITTEE

Chair Report

Commissioner Albon brought attention to the letter recently received regarding a financial assistance request from a non-resident, then asked for the Superintendent’s report.

 

Superintendent’s Report

Superintendent Malito reported on the Mother/Daughter Paint Night which was June 3rd – they had 12 participants, Wewannatoo Play Camp which started on Tuesday, May 21st, and the Day Camp program which continues to receive registrations.

 

Commissioner Albon commented that she had several good comments regarding the new volleyball camp.

 

The Board discussed another financial assistance request that was submitted.  It was denied based on the District’s policy regarding the proof of financial need.  After review, and per the Attorney’s advice, the request from the non-resident for financial assistance was also denied based on the District’s policy regarding proof of residency.

 

MAINTENANCE COMMITTEE

Chair Report

Commissioner Egan gave the floor to Maintenance Superintendent Biskey for his report.

 

Superintendent’s Report

Superintendent Biskey reported that Arnolds was out to repair a fuse on the unit above the fitness center.  They will also come out and replace the filters and inspect all units at all facilities.

 

Finley Jr. High held their 8th grade graduation at Frontier on May 31st.  Everything went well.

 

Lily Pad opened up over Memorial Day weekend.  Small issues were addressed and new filters were installed. 

 

Surfacing at Guardian Park has been completed.  The new park is open and ready for use.

 

Staff continues to cut, trim and prepare ballfields on a daily basis.

 

The Board was given quotes for upgrades to flooring at several of the facilities from PCS Industries.  The Board agreed to schedule the work.  Commissioner Pratl also stated that they would like the Freedom Activity Center painted and possibly new flooring installed after Day Camp.  There was some discussion regarding the Teen Center upgrades and removal of the stove.

 

Commissioner Pratl asked Superintendent Malito about the upgrades to the fitness equipment.  Superintendent Malito stated that he has reached out to the vendor who will give him some quotes.

 

Superintendents Malito and Biskey then exited the meeting.

 

Director’s Report

There was some discussion regarding replacing the carpet greens at Ball Fore.  Commissioner Egan asked about having a party at Ball Fore.  Director King informed him that he should submit the dates to check for availability.  Commissioner Egan stated that he will call.

 

CRAA painted the side of the concession building at Menard.  Comments were very positive.

 

Director King informed the Board that he is working with CRAA to get 2 extra port-o-johns for their weekend tournament.  The cost will be forwarded to the CRAA.  Park District maintenance staff will be responsible to keep the fields good throughout the tournament.

 

Commissioner Egan expressed an idea to have concessions available at Lily Pad at the start of baseball, in April, as additional revenue.  Discussion ensued. Director King stated that he will look into the feasibility of it.

 

FINANCE COMMITTEE

Chair Report

The Board reviewed the budget.

 

SPECIAL PROJECTS

Chair Report

Commissioner Conrad stated that he would like to see the shelter at Tower Park come down.  Commissioner Pratl agreed.  Director King stated that the maintenance would not be doing it, but that the maintenance superintendent will get a quote.

 

Director King stated that Amusement Products will come out and take a look at the batting cages now that the facility is up and running.

 

OLD BUSINESS

There was no old business to discuss.

 

NEW BUSINESS

President Pratl called for a motion to adopt a Resolution authorizing and directing the Treasurer of the Chicago Ridge Park District to transfer certain funds from the Recreation Fund to other funds as Resolution #2016-03. Motion was made by Commissioner Albon and seconded by Commissioner Conrad.

Ayes:                Commissioner Conrad, Egan, Albon, Pratl

Nays:               None

Abstain:           None

Motion Carried.

 

President Pratl called for a motion to adopt the Combined Budget/Appropriation Ordinance for fiscal year ending April 30, 2017, as Ordinance #2016-04.  Motion was made by Commissioner Conrad and seconded by Commissioner Albon.

Ayes:                Commissioner Conrad, Egan, Albon, Pratl

Nays:               None

Abstain:           None

Motion Carried.

 

EXECUTIVE SESSION

There was no need to enter Executive Session.

 

 ADJOURN. 

President Pratl called for a motion to adjourn at 8:35pm.  Motion was made by Commissioner Conrad and seconded by Commissioner Albon.  All in favor, aye.  Motion carried.
